TOWNSEND AUTHORIZING THE MAYOR TO EXECUTE A LEASE
AGREEMENT AND RIGHT OF FIRST REFUSAL WITH JEFFERSON
COUNTY FOR A BIOSOLIDS COMPOSTING FACILITY SITE LOCATED
AT THE JEFFERSON COUNTY LANDFILL.
WHEREAS, the City of Port Townsend and Jefferson County have
previously entered into an interlocal agreement under which the
City is to construct a biosolids composting facility at the
Jefferson County landfill site to allow composting of biosolids,
septage and yard waste from the City and County, and
WHEREAS, the City and County wish to allow the facility to
exist at the Jefferson County landfill site for at least the next
twenty years, and
WHEREAS, the City and County wish to insure that the City has
a right of first refusal to purchase the land and buffer area
surrounding the facility should the County decide to sell the
landfill site, and
WHEREAS, the City and County have agreed that the
consideration for the lease is the acceptance of septage and yard
waste from County residents at the facility, Now therefore,
BE IT RESOLVED by the City Council of the City of Port Townsend
that the Mayor is authorized to execute a Lease Agreement and Right
of First Refusal between the City of Port Townsend and Jefferson
County, in the form attached hereto, which would allow the City of
Port Townsend to operate a biosolids composting facility at the
Jefferson County landfill site.
