A RESOLUTION AUTHORIZING POLARIS ENGINEERING
AND SURVEYING TO APPLY TO THE FLOOD CONTROL
ASSISTANCE PROGRAM FOR GRANT FUNDS FOR A
CITY FLOOD CONTROL PROJECT SERVING TWO
CLOSED BASINS WITHIN THE CITY.
WHEREAS, the City of Port Townsend has limited funds for the many projects needed to
control and manage stormwater; and
WHEREAS,
The State Department of Ecology may release funds through the Flood Control
Assistance Account Program (FCAAP) to support flood damage reduction and
flood hazard management during 1993-1995; and
WHEREAS,
The School District is in the process of acquiring property where it intends to
construct a new middle school and increasing residential development is causing
more severe seasonal flooding in neighborhoods in the vicinity of the recently
acquired property (Lots 3-6, 9-16, Block 1 of Broadway Addition) purchased for
the purposes of stormwater control; and
WHEREAS,
Polaris Engineering and Surveying has been retained by the City to design several
stormwater projects, and is willing to prepare an applicatio~n for the City without
charging for expenses and City staff time is limited; and
WHEREAS,
The City desires to plan and construc~ a storm main system that would collect
overflow from these two closed basins and convey it to Chinese Gardens Lagoon
without decreasing the water quality of the lagoon;
NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to direct staff to have Polaris Engineering and Surveying make
application for possible grant funds from the Department of Ecology FCAAP to assist with a
City stormwater planning for flood control.
