AN ORDINANCE appropriating the sum of $367,924 to the General Fund;
$10,219 to the Community Development Block Grant Fund; $3,635 to the Street
Fund; $740 to the Water Fund; $629 to the Stormwater Fund; and making
findings and declaring an emergency.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF
THE 2001 BUDGET, MAKES THE FOLLOWING FINDINGS:
Whereas, the Building and Community Development department has received
state grant revenues from Community, Trade, and Economic Development
totaling $35,000 to develop Smart Codes causing greater than anticipated
appropriations need; and
Whereas, the City Council has approved the funding of the Back Alley property
survey totaling $2,000 and the Sister City Ichikawa program totaling $1,500, and
the annual member fee to the Association of Washington Cities amounted to
$4,119, causing greater than anticipated appropriations need; and
Whereas, the Library department received a state grant in fiscal year 2000 which
was carried over to fiscal year 2001 revenues totaling $10,495 with expenses
amounting to $9,794 remaining in fiscal year 2001; the Library has received a
Friends of the Library donation totaling $10,000 and the City Council has granted
a matching contribution totaling $10,000; the Library has installed dedicated
cable Internet service for patrons amounting to $1,788, causing greater than
anticipated appropriations need; and
Whereas, the Non-departmental cost center accounts for Jefferson County
contract services which were recently negotiated resulting in expenses greater
than anticipated appropriations for a BFRS study, animal control services, and
substance abuse services totaling $80,771, causing greater than anticipated
appropriations need; and
Whereas, the Public Access TV Department received City Council approval to
purchase a TV camera for $5,000 and a TV router for $2,000, causing a greater
than anticipated appropriations need; and
Whereas, the Police Department received a STOP Domestic Violence grant
totaling $7,020 to train officers in policing domestic violence, and the Jefferson
County jail services contract was recently negotiated resulting in cost settlement
for fiscal year 2000 and 2001 amounting to an additional $198,932, causing
greater than anticipated appropriations need; and

Whereas, the Community Development Block Grant Fund has received loan
repayments totaling $12,000 and City Council authorized a new loan totaling
$10,219, causing greater than anticipated appropriations need; and
Whereas, the City contracted for professional services to Executive Insight to
audit vendor payments on a contingent fee basis which resulted in payment
recoveries totaling $7,270 for Street Fund projects at a contingent fee amounting
to $3,635, causing greater than anticipated appropriations need; and
Whereas, the City contracted for professional services to Executive Insight to
audit vendor payments on a contingent fee basis which resulted in payment
recoveries totaling $1,480 for Water Fund projects at a contingent fee amounting
to $740, causing greater than anticipated appropriations need; and
Whereas, the City contracted for professional services to Executive Insight to
audit vendor payments on a contingent fee basis which resulted in payment
recoveries totaling $1,257 for Stormwater Fund projects at a contingent fee
amounting to $629, causing greater than anticipated appropriations need; and
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND IN REGULAR
SESSION ASSEMBLED DOES ORDAIN AS FOLLOWS:
Section 1 The sum of THREE HUNDRED SIXTY-SEVEN THOUSAND
NINE HUNDRED TWENTY-FOUR DOLLARS ($367,924) is hereby
appropriated as a supplement to the 2001 General Fund budget from increased
grant revenues received from State Office of Community, Trade, and Economic
Development totaling $35,000, increased Library donation revenues totaling
$10,000, increased Library grant revenues received from State Library
Commission totaling $10,495, increased Police grant revenues received from
State Office of Crime Victims Advocacy totaling $7,020, and appropriations
totaling $10,500 from Council reserved fund balance, and $294,909 from
unreserved fund balance.
Section 2 The sum ofTEN THOUSAND TWO HUNDRED NINETEEN
DOLLARS ($10,219) is hereby appropriated as a supplement to the 2001
Community Development Block Grant Fund budget from increased program
income revenues.
Section 3 The sum of THREE THOUSAND SIX HUNDRED THIRTY-
FIVE DOLLARS ($3,635) is hereby appropriated as a supplement to the 2001
Street Fund budget from increased miscellaneous revenues.
Section 4 The sum of SEVEN HUNDRED FORTY DOLLARS ($740) is
hereby appropriated as a supplement to the 2001 Water Fund budget from
increased miscellaneous revenues.

Section 5 The sum of SIX HUNDRED TWENTY-NINE DOLLARS ($629)
is hereby appropriated as a supplement to the 2001 Stormwater Fund budget from
increased miscellaneous revenues.
Section 6 There is hereby found and declared to be an emergency requiring
the foregoing appropriations to the 2001 budget.
Section 7 This ordinance shall take effect Upon its passage, approval, and
publication in the form and manner provided by law.
A duly noticed public hearing was held on June 4, 2001, read for the first, second
and third times; passed by the City Council; and approved by the Mayor on June
4, 2001.
