A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND RE-AUTHORIZING A CONTRACT FOR A FREE BICYCLE
SERVICE TO BE PROVIDED WITHIN THE CITY BY TIMOTHY WITTEN,
DOING BUSINESS AS PORT TOWNSEND FREE WHEELS, FOR A PERIOD
OF ONE YEAR STARTING ON JUNE 15, 1993.
WHEREAS, citizens of the community and visitors have primarily relied upon motor
vehicles for transportation purposes, with the attendant congestion, pollution and other
consequences as a result, and
WHEREAS, the City has seen significant growth recently in terms of development,
population and visitors which has further contributed to the increased use of and reliance upon
motor vehicles with the impacts identified above, and
WHEREAS, Port Townsend Free Wheels has successfully operated a program within the
City for public transportation purposes encouraging the use of bicycles, and the City desires to
continue to promote this program for an additional year, and
WHEREAS, the program will contribute to transportation solutions within the City;
pertain to tourism and economic development; and other public purposes, and
WHEREAS, this program was previously authorized by Resolution 92-70 and the City
Council now wishes to reauthorize execution of a contract by the Mayor for the provision of the
services identified below and in the attached contract; now therefore
BE IT RESOLVED by the City Council for the City of Port Townsend that the Mayor
and the Clerk-Treasurer are authorized to execute on behalf of the City the attached
CONTRACT FOR BICYCLE SERVICE in substantially the form as set forth, and the Clerk-
Treasurer is authorized to issue the City's warrant or warrants in payment of the consideration
required by the contract from the Current Expense Fund.
