A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWHSENDAUTHORIZING THE NAYOR TO SIGN A CONTRACT FOR THE
PURCHASE OF RE~L PROPERTY FROM WILLIS HE~D ~ND SP/~DEEN
HE~D FOR STREET RIGHT OF WAY, TRAFFIC S~FETY ~ND
STORMWATER CONTROL PURPOSES ~ND AUTHORIZING' THE
CLERK/TREASURER TO ISSUE THE W~D~RANTS NECESSARY TO
ACCOMPLISH THE PURCHASE.
As mandated by the Growth Management Act, the City is
updating and revising existing transportation plans; and
DiscoVery Road has historically been and continues to be
a major component of 'the City street and traffic
circulation system; and
It is the sense of the City Council that it is reasonable
and prudent to plan for adjustments to the right of way
of Discovery Road in the interest of improving traffic
circulation and enhancing public safety; and
One area of particular concern is the vicinity of the
intersection of Discovery Road and 19th Street; and
The acquisition by the City'of undeveloped Lots 3 and 4
in Block 62 of Eisenbeis Addition to the City of Port
Townsend, which are adjacent to the paved portion of
Discovery Road right of way, will provide greater
flexibility with regard to transportation and traffic
circulation plans for the-City in this area of concern;
and
The lots to be acquired will also increase the options
for stormwater control and treatment; and
The lots to be acquired have been surveyed by a licensed
surveyor and appraised by a qualified appraiser; and
A purchase price has been negotiated with the owners
which does not exceed the fair market value reflected in
the appraisal; and
The City has appropriated funds in the 1993 budget for
such property purchases,
N O W T H E R E F O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign a contract with Willis Head
and Sandeen Head for the purchase of Lots 3 and 4 in Block 62 of
Eisenbeis Addition to the City of Port Townsend for the price of
$7,500, such purchase being for the public purposes of traffic
