HomeMy WebLinkAbout93-106Resolution A RESOLUTION authorizing the City to join as a participating agency in the grant application of Jefferson Transit Authority for Public Transportation Systems Account fund assistance for property acquisition and construction for a park-ride lot and necessary intersection and connecting roadway improvements in the vicinity of Haines Place, 12th Street and Sims Way-SR20 in Port Townsend. WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, the City Council has recognized for several years the need for a park-ride facility to help alleviate parking shortages and traffic congestion in the downtown historic district; and traffic and parking congestion continues to increase as commercial and residential development, as well as tourism, increases traffic demands each year; and the proposed Heavy Haulout Facility, which has recently received funding assistance, and ancillary marine trade activity expansions at the Port of Port Townsend Boat Haven are expected to significantly increase vehicular traffic at the Haines Place-SR20/Sims Way intersection; and planning for a park-ride facility began in 1990 with the Downtown Parking Improvement Plan adopted by the City Council in Resolution 90-04; and the Port Townsend Urban Waterfront Plan, adopted by the City Council in 1990, also recognized the need for a park-ride facility and transportation demand management strategies to alleviate downtown traffic and parking congestion, including a transit shuttle connecting the downtown with outlying parking, as well as a traffic signal at Haines Place to improve vehicular and pedestrian access to the Boat Haven area; and the Washington State Department of Transportation Marine Division in its draft Parking Management Plan for Port Townsend and Keystone Terminals (February, 1992) documents the lack of parking available in Port Townsend for walk-on ferry passengers, projects a doubling of walk-on passenger ridership every 5.75 years, and recommends a park-ride facility with shuttle transit service at the same location proposed in the subject grant application proposal; and in the Port Townsend 2020: Getting Together report (June 1993) participating citizens expressed concerns about mounting traffic congestion and hazards, and several groups mentioned the need for a traffic signal at Haines Place (Safeway) and suggested a park-ride lot outside of downtown; and WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, in 1988, the City of Port Townsend, in conjunction with the Washington State Department of Transportation, the Port Townsend Chamber of Commerce, Jefferson Transit and the Jefferson Coun~ Economic Development Council, undertook the Port Townsend Gateway Project to plan for the future redevelopment of the Sims Way/SR20 corridor; and the City Council adopted in August, 1993, the Port Townsend Gateway plan which provides specific direction for traffic safety, economic development and aesthetic improvements in the SR20/Sims Way corridor, including as a high priority the specific improvements proposed in the subject project; and the Gateway Plan was previously adopted as the Route Development Plan for the Sims Way/SR20 corridor by the Washington State Department of Transportation and the Peninsula Regional Transportation Planning Organization; and Jefferson Transit Authority is one of only five transit authorities in the state which is eligible to apPly for a Public Transportation Systems Account Grant; and the Haines Place Park-Ride Project is eligible for assistance from the Public Transportation Systems Account; and Jefferson Transit Authority has asked the City to join in the grant application as a participating agency; Now, Therefore, BE IT RESOLVED by the City Council of the City of Port Townsend that the Mayor is hereby authorized to join on behalf of the City as a participating agency in the application of Jefferson Transit Authority for a Public Transportation Systems Account Grant for assistance in property acquisition and construction of a park-ride facility and associated intersection and connecting roadway improvements in the vicinity of Haines Place, Sims Way/SR20, 12th Street and Landes Street in Port Townsend; and BE IT FURTHER RESOLVED that the Mayor is also authorized to represent in the aforementioned application that the City intends to contribute $75,000, which is likely to be procurred through issuance of councilmanic bonds, and $113,200 in in-kind assistance to the project; and BE IT FURTHER RESOLVED that final approval of the project and specific participation by the City will be withheld until sufficient grant and local funding is assured and the requirements of the Washington State Environmental Policy Act have been satisfied.
