The City of Port Townsend has limited personnel and financial resources with which to maintain and periodically upgrade the streets of the City; The State and Federal Governments have established Programs for Distributing Financial Aid including Intermodal Surface Transportation Efficiency Act, Surface Transportation Program, Transportation Improvement Account, City Hardship Assistance Program and Urban Arterial Trust Account; San Juan Avenue is identified as having the highest priority on the Port Townsend Transportation Improvement Plan; The School District intends to build a new Middle School adjoining San Juan Avenue thereby increasing the traffic load when the school is opened in Fall 1995; Fort Worden State Park is interested in rerouting its traffic load to San Juan Avenue to reduce congestion and accidents along the current route; and The improvements to San Juan Avenue are estimated to cost up to $1.3 Million and only $475,000 has been identified for this project through City, School District and Surface Transportation Funds; N O W T H E R E F O R E BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that it authorizes the Mayor to sign grant requests and proposals prepared by Staff seeking the remaining funds required to complete the entire project.
