MINUTES OF THE Workshop OF SEPTEMBER 14, 2009
CALL TO ORDER AND PLEDGE OF ALLEGIANCE
ROLL CALL
Councilmembers present at roll call were David King, Laurie Medlicott, Kris
Nelson, George Randels, Catharine Robinson, and Michelle Sandoval with Mark
Welch excused.
Staff members present were City Attorney John Watts, Public Works Director Ken
Clow, DSD Director Rick Sepler, and City Clerk Pam Kolacy .
Mayor Sandoval stated the Council will hold an executive session at the end of the
meeting to discuss potential litigation against the City. She said no action will be
taken following the session.
2010 CENSUS UPDATE
Eric Davenport appeared on behalf of the United States Census Bureau to update
the Council on the 2010 census process. He introduced Ethel Colon of Sequim.
Mr. Davenport noted during his presention that he would like the Council
to support the census effort by taking actions such as adopting a supporting
resolution.
RESOLUTION 09-034, SUPPORTING THE PRESERVATION OF EXISTING TRAIL
CORRIDORS IN THE QUIMPER WILDLIFE CORRIDOR AND CAPPY'S WOODS
AREA THROUGH PURCHASE OF ADJACENT PARCELS FROM WILLING
SELLERS, OR THROUGH DONATION, OR THROUGH THE ESTABLISHMENT
OF CONSERVATION EASEMENTS.
Rick Sepler reviewed the packet materials and introduced Owen Fairbank from the
Jefferson Land Trust. He noted that the proposed resolution would provide a
policy base which would allow the City to partner with the Land Trust and Friends
of Cappy's Trails to secure conservation easements or to purchase portions of
Cappy's Trails and the Quimper Wildlife Corridor for trail purposes.
Mr. Randels expressed concern that this policy might conflict with the policy of
making sure that land identified as appropriate for affordable housing is also
preserved for that purpose. The two uses must co-exist so when Council gets an
understandable map, that should be addressed.
Owen Fairbank explained the difference between funding for wildlife corridors and
trail corridors. First and second tier priority trail corridors were identified on a map

he presented. He added that trail corridors will be incoporated as a supplement to
the Non-Motorized Transportation Plan.
Ms. Sandoval suggested a file for the Council office to hold various maps that are
distributed to Council so they do not need to be produced each time. Mr. King
added that maps can also be provided on line.
At 7:23, Mayor Sandoval stated the Council would go into executive session to
discuss two matters of potential litigation relating to the City. She stated the session
would take about 30 minutes and no action would follow.
The meeting was reconvened at 8:00 p.m.

There being no further business, the meeting was adjourned at 8:01 p.m.
