A RESOLUTION authorizing an agreement for
professional services between the City of Port
Townsend and Watterson West Group, Inc., to prepare
a population forecasting report for Port Townsend and
'Jefferson County.
WHEREAS, on December 21, 1992, the Jefferson County Board of County Commissioners adopted the
County-wide Planning Policy for Jefferson County to guide the preparation of city and county
comprehensive plans required by the Growth Management Act; and
WHEREAS, County-wide Planning Policy 1.1 requires that the County and City jointly prepare a
regional population forecast for growth management planning purposes; and
WHEREAS, the City and County have yet to agree on the population forecast to be used for growth
management planning purposes; and
WHEREAS, the City must complete the population forecast to carry out its growth management planning
responsibilities; and
WHEREAS, the City has been awarded Washington State of Department Trade and Community
Development funds for growth management planning activities; and
WHEREAS, the City has chosen Watterson West Group, Inc., to prepare a revised population
forecast for its growth management planning efforts; and
WHEREAS, the City Council has appropriated funds in the 1994 budget to undertake such work;
Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that the
Mayor is hereby authorized to enter into an agreement with Watterson West Group, Inc., substantially
in the form of the agreement attached hereto as Attachment A; and
BE IT FURTHER RESOLVED that any actions taken pursuant to this authorization but prior to its
adoption are hereby ratified and confirmed.
