A RESoLu .TION authorizing the mayor to enter
into an agreement with Henderson, Young and
Company, Inc., for consulting services to assist
the city prepare a capital facilities plan.

WHEREAS, the Washington State Growth Management Act (GMA) requires the city to
update its comprehensive plan; and
WHEREAS, the GMA requires that such comprehensive plans include a Capital facilities
plan element; and
WHEREAS, it is necessary and desirable to consider and adopt a capital facilities plan to
provide for orderly and efficient provision of future public services; and
WHEREAS, preparation of a capital facilities plan requires certain specialized technical
expertise beyond that of existing city staff resources; and
WHEREAS, existing staff resources are also heavily committed to other resPOnsibilities; and
WHEREAS, the firm of Henderson and Young is widely regarded as an expert in assisting
communities prepare effective capital facilities plans and through a previous open
process was placed on the city roster for consulting services; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that
the Mayor is hereby authorized to enter into an agreement with Henderson, Young and
Company, Inc., substantially as shown in the draft agreement attached hereto as Exhibit A
for consulting services in connection with preparation of a capital facilities plan; and
BE IT FURTHER RF_3OLVED that any actions taken pursuant to the authorization contained
herein but prior to its adoption are hereby ratified and confirmed.
