A RESOLUTION of the Port Townsend City Council approving the "Jefferson - Port Townsend Current Use
Assessment Granting Authority," a joint determining authority established under the Open Space Taxation Act
(Chapter 84.34 RCW) to review and act upon applications for current use classification of open space land and
timber land located within the incorporated limits of the City of Port Townsend.
WHEREAS,
The Washington State Legislature has adopted an Open Space Taxation Act (Chapter RCW
84.34) which encourages the preservation of open space, farm and agricultural land, and timber
land by authorizing local jurisdictions to levy differential property tax assessments based upon
"current use" value rather than "highest and best use"; and
WHEREAS,
Chapter 84.34.037 RCW requires that applications for current use classification of land in an
incoq0orated area to be acted upon by a "determining authority" composed of three members of
the county legislative body and three members of the city legislative body in which the land is
located; and
WHEREAS,
No determining authority has been formally recognized or established by either the Port
Townsend City Council or the Jefferson County Board of Commissioners; and
WHEREAS,
Land owners have submitted applications for current use classification of lands located within
the incorporated limits of the City of Port Townsend; and
WHEREAS,
These current use applications cannot be processed in a manner that conforms with the statute
unless and until the determining authority is formally designated; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that three members of
City Council of the City of Port Townsend shall be appointed by the Mayor to represent Port Townsend on the
Townsend Current Use Tax Assessment Granting Authority."
