definition of "affordable housing."

WHEREAS, the present County-Wide Planning Policy, Policy #6.1, states
"For planning purposes the definition of 'affordable housing' is: Those housing units
available for purchase or rent to individuals or families with a gross income between
the federally recognized poverty level and the median income for working families in
Jefferson County; and who's costs, including utilities, would not exceed ~of
gross income."; and 5~?'~
WHEREAS, the Jefferson County Housing Authority has requested that
Policy #6.1 be changed to comply with the definition in the Washington Housing
Policy Act of 1993, RCW 43.185B.010, which states,: "Affordable housing" means
residential housing that is rented or owned by a person or household whose monthly
housing costs, including utilities other than telephone, do not exceed thirty percent
of the household's monthly income."; and
WHEREAS, the change of definition was presented to the Jefferson
County Growth Management Steering Committee on September 7, 1994; and they
reviewed and agreed to this change; and
WHEREAS, the Jefferson County Board of Commissioners held a public
hearing on September 26, 1994 where no public testimony was given for or against
this proposed change and a motion was passed to adopt this change in definition;
and
NOW THEREFORE BE IT RESOLVED, that the County-wide Planning
Policy, Policy #6.1, be amended to read as the definition stated in the Washington
Housing Policy Act of 1993, RCW 43.185B.010, as stated above.
