HomeMy WebLinkAbout2791 Supplemental Budget AppropriationsORDINANCE 2791 AN ORDINANCE APPROPRIATING THE SUM OF $60,081 TO THE GENERAL FUND; $3,500 TO THE DRUG ENFORCEMENT AND EDUCATION FUND; $3,500 TO THE CONTINGENCY FUND; $1,264 TO THE STREET FUND; $27,500 TO THE LODGING TAX FUND; $917,864 TO THE SOLID WASTE FUND; $15,000 TO THE MEMORIAL FUND; AND MAKING FINDINGS AND DECLARING AN EMERGENCY. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 2001 BUDGET, MAKES THE FOLLOWING FINDINGS: WHEREAS, the Building and Community Development department has received state Coastal Zone Management grant revenues mounting to $20,000 for updating the Shoreline Master Program amounting to a total cost of $40,000 causing greater than anticipated appropriations need; and WHEREAS, the City Council has approved the increase to the Main Street contract for F Street Project Management totaling $3,000 and a Preparedness Plan totaling $6,600; settlement of past Labor & Industries claims for the Waterman & Katz building totaling $30,000; and authorized improvements to the skate board park totaling $20,000, causing greater than anticipated appropriations need; and WHEREAS, the various departments updated their estimates of operating revenues and expenditures resulting in an increase in various revenues amounting to $214,182, and in a net reduction of $39,519 to current General Fund appropriations; and WHEREAS, the Drug Enforcement and Education Fund incurred educational costs totaling $3,500 causing greater than anticipated appropriations need; and WHEREAS, the City Council authorized purchase of certain De Leo property totaling $3,500 from the Contingency Fund causing greater than anticipated appropriations need; and WHEREAS, the City contracted for professional services to Executive Insight to audit vendor payments on a contingent fee basis which resulted in payment recoveries totaling $2,526 for Street Fund projects at a contingent fee amounting to $1,264, causing greater than anticipated appropriations need; and WHEREAS, the City Council authorized contract increases to the Port Townsend Chamber of Commerce amounting to $5,000, Port Townsend Main Street program amounting to $10,000, and an addition of the Fort Worden 2002 Centennial program amounting to $12,500 from the Lodging Tax Fund; and 1 Ordinance 2 791 WHEREAS, the City continued to operate the Solid Waste Fund past the date estimated for cessation during the year resulting in increased estimated revenues amounting to $1,136,741 and increased estimated operating expenses amounting to $917,864, causing greater than anticipated appropriations need; and WHEREAS, the City Council authorized acceptance of a citizen donation to the Memorial Fund amounting to $15,000 restricted to the purchase of a fire rescue boat, causing greater than anticipated appropriations need. NOW, THEREFORE, the City Council of the City of Port Townsend ordains as follows: SECTION 1. The sum of SIXTY THOUSAND EIGHTY-ONE DOLLARS ($60,081) is hereby appropriated as a supplement to the 2001 General Fund budget from increased grant revenues received totaling $20,000, and appropriations totaling $20,000 from Council reserved fund balance, and $20,081 from increased miscellaneous revenue. SECTION 2. The sum of THREE THOUSAND FIVE HUNDRED ($3,500) is hereby appropriated as a supplement to the 2001 Drug Enforcement and Education Fund budget from unreserved fund balance. SECTION 3. The sum of THREE THOUSAND FIVE HUNDRED ($3,500) is hereby appropriated as a supplement to the 2001 Contingency Fund budget from unreserved fund balance. SECTION 4. The sum of ONE THOUSAND TWO HUNDRED SIXTY-FOUR DOLLARS ($1,264) is hereby appropriated as a supplement to the 2001 Street Fund budget from increased miscellaneous revenues. SECTION 5. The sum of TWENTY SEVEN THOUSAND FIVE HUNDRED DOLLARS ($27,500) is hereby appropriated as a supplement to the 2001 Lodging Tax Fund budget from unreserved fund balance. SECTION 6. The sum of NINE HUNDRED SEVENTEEN THOUSAND EIGHT HUNDRED SIXTY-FOUR DOLLARS ($917,864) is hereby appropriated as a supplement to the 2001 Solid Waste Fund budget from increased operating revenues. SECTION 7. The sum of FIFTEEN THOUSAND DOLLARS ($15,000) is hereby appropriated as a supplement to the 2001 Memorial Fund budget from increased donation revenues. SECTION 8. There is hereby found and declared to be an emergency requiring the foregoing appropriations to the 2001 budget. 2 Ordinance 2 791 SECTION 9. This ordinance shall take effect upon its passage, approval, and publication in the form and manner provided by law.
