PROJECT AND AUT~K)RIZIN~ THE ~.~K/TREASURER TO ISSUE THE
~=NTS NECESSARY TO SATISFY
WHEREAS
The City has agreed to construct improvements to
enhance the safety of San Juan Avenue, which is the
primary access to Blue Heron Middle School now under
construction; and
WHEREASI
In accordance with the procedural requirements of the
state Department of Transportation and other applicable
statutes and regulations, the City has identified
~w6~,~5~,l~. herein referred to as "the ConsulTant,
as the preferred contractor to provide conceptual
design, project phasing and final design services, and
also to identify~otential sources and coordinate
efforts for securing additional funding for the
project; and

The City does not have staff qualified to perform the
highly specialized type of services robe provided by
the Consultant and has selected the Consultant from its
roster of qualified consultants established in
accordance with Washington law; and
WHEREASI
Funds within the 1994 CIP budget and obligated ISTEA
funds from the STP Regional'Allocation Fund,
administered by the state Department of Transprtation,
will be utilized to pay for .the services to beprovided
by the Consultant; and
The terms of a professional services agreement have
been negotiated and the Consultant is prepared to
provide the specified services within the existing time
constraints in order to allow the project to be
completed as soon as possible,

that it authorizes the Mayor to sign a professional services
agreement with the Consultant in an amount not to exceed $_
concerning designand other services related to the San JuanAvenue
Improvements Project, as specified in the agreement; and
BE IT FURT~m~ RESOLVED that the Clerk/Treasurer is hereby
authorized to issue the warrants necessary to satisfy the
agreement.
