A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE MAYOR TO SIGN A PROFESSIONAL
SERVICES AGREEMENT WiTH CHRISTOPHER ELDRED CONCERNING
APPRAISAL SERVICES FOR THE SAN JUAN AVENUE IMPROVEMENT
PROJECT AND AUTHORIZING THE ACTING TREASURER TO ISSUE THE
WARRANTS NECESSARY TO SATISFY THE AGREEMENT
The City of Port Townsend has agreed to undertake certain
improvements to San Juan Avenue as its contribution in
connection with the construction of Blue Heron Middle
School by Port Townsend School District No. 50; and
WHEREAS,
The City's design consultant, Perteet Engineering, Inc.,
has completed a right of way plan identifying land which
will be needed to incorporate the design elements
identified through a series of public meetings; and
WHEREAS,
To qualify for Federal matching funds for the project, it
is essential that there be strict compliance with Fderal
and State procedural requirements regarding all aspects
of property acquisition; and
WHEREAS, The City does not have staff qualified to perform the
highly specialized type of appraisals required under
Federal and State statutes and regulations; and
The City has utilized its current professional services
roster and the current Washington State Department of
Transportation Fee Appraiser and Fee Review List to
select Christopher Eldred, MAI, SRWA, of Lamb Hanson Lamb
Appraisal Associates, Inc., as the appraiser best
qualified to complete this project; and
The terms of a professional services agreement have been
negotiated and a fee has been fixed for the appraisal
services required in connecton with the project;

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign a professional services
agreement with Christopher Eldred in ,substantially the form
attached hereto concerning the appraisal of land or property
interests to be acquired in connection with the San Juan Avenue
improvement project; and
BE i? FUR?HER RESOLVED that the Acting Treasurer is authorized to
issue the warrants necessary to satisfy the agreement.
