A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE MAYOR TO SIGN A PROFESSIONAL
SERVICES AGREEMENT CONCERNING APPRAISAL SERVICES IN
CONNECTION WITH THE SAN JUAN AVENUE IMPROVEMENTS PROJECT
AND AUTHORIZING THE ACTING TREASURER TO ISSUE THE
WARRANTS NECESSARY TO SATISFY THE AGREEMENT
WHEREAS,
The City of Port Townsend has undertaken the San Juan
Avenue Improvements project, a federally-funded activity;
and
WHEREAS,
The project right of way plan and the true cost estimate
for the acquisition of right of way both have been
approved by the Washington State Department of
Transportation (WSDOT); and
WHEREAS,
It is anticipated that funds soon will be released by
WSDOT which will permit the City to proceed with the
acquisition of needed right of way; and
WHEREAS,
Prior to negotiating with a property owner for the
purchase of right of way an appraisal must be completed
by an appraiser approved by WSDOT; and
WHEREAS,
The City does not have staff qualified to perform an
appraisal in accordance with the requirements of the
project; and
WHEREAS,
City staff have referred to the City's current
professional services roster prepared in accordance with
Washington law and the list of WSDOT approved appraisers
in selecting Christopher Eldred, MAI, of Lamb Hanson Lamb
Appraisal Associates, Inc., as the best qualified to
perform the required appraisal services; and
WHEREAS,
The terms of a professional services agreement have been
negotiated and a flat fee has been fixed for each
appraisal to be performed;

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign a professional services
agreement with Christopher Eldred, MAI, for appraisal services in
connection with the San Juan Avenue Improvements project; and
BE IT FURTHER RESOLVED that the Acting Treasurer is authorized to
issue the warrants necessary to satisfy the agreement.
Adopted by the City Council of the City of Port Townsend and signed
by the Mayor this 17th day of July, 1995.
