RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND TO ENTER INTO AN INTER-AGENCY COOPERATION
AGREEMENT WITH THE PORT TOWNSEND SCHOOL DISTRICT
NO. 50 FOR A SWIMMING INSTRUCTION PROGRAM EFFECTIVE
UPON AGREEMENT SIGNATURES OF BOTH PARTIES
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, pursuant to RCW 39.34 the City and the School District have the power
to enter into an inter-agency agreement for the purpose of providing services and facilities in a
cooperative manner so as to best meet the'various needs and development of the community; and
WHEREAS, the City Parks and Recreation Department, a public agency, is charged with
the responsibility to provide an opportunity for leisure time enjoyment for all citizens through
park, recreational, cultural and related activities; and
WHEREAS, the School District owns a swimming pool which is part of the Mountain
View Elementary School facility located at Walker & Blaine Streets in Port Townsend,
Washington, the ("Swimming Pool"), and the School District desires to offer a Swimming
Instruction Program ("Swim Program"), for its students at Grant Street and Mountain View
schools; and
WHEREAS, the City has hired employees that are certified and capable of conducting
a Swim Program and has been running such a program throughout the summer; and
WHEREAS, the City is willing to run the Swim Program and the School District is
willing to help fund the program and make school facilities available to the City for general
community use; and
WHEREAS, it is appropriate that the City and School District cooperate in providing
the best service possible at the least public expense through the use of School facilities and City
expertise for the benefit of all school-aged children; and
WHEREAS, the parties desire to unify operations to the extent possible in order to
provide better service for the community through better scheduling and cost effectiveness,
NOW, THEREFORE, BE IT RESOLVED, that the City Council' for the City of Port
Townsend approves an Inter-Agency Cooperation Agreement for Swimming Instruction Program
with the Port Townsend School District in substantially the same form as attached.
