HomeMy WebLinkAbout96-092A RESOLUTION OF THE CITY OF PORT TOWNSEND APPROVING AN INTERLOCAL AGREEMENT BETWEEN PORT TOWNSEND AND JEFFERSON ' COUNTY FOR LAW AND JUSTICE SERVICES FOR 1996 THROUGH 1998, AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT ON BEHALF OF THE CITY WHEREAS, pursuant to RCW 39.34, the City of Port Townsend and Jefferson County have traditionally cooperated in providing for and jointly funding certain law and justice services on a regional basis. Such services include District Court, animal control, substance abuse and jail services; and WHEREAS, the attached Interlocal Agreement will ensure that the County provides such services to the City, at negotiated equitable contract rates, for the term of January 1, 1996 through December 31, 1998. The rates are similar to those approved for previous years and reflect sums budgeted in the City's 1996 Budget; and WHEREAS, the City Council believes that the attached Agreement will ensure efficient, high-quality law and justice services beneficial to the Port Townsend community, at an equitable cost basis, NOW, THEREFORE, the City Council of the City of Port Townsend resolves as follows: The proposed Agreement BetWeen Port Townsend and Jefferson County, attached hereto, is approved. Mayor re~l&jusser, doc REGIONAL SERVICE AGREEMENT THIS AGREEMENT is entered into by and between the City of Pod Townsend, a municipal corporation of the State of Washington (hereinafter referred to as the City ), and Jefferson County, a municipal corporation (hereinafter referred to as the County), for regional services as described. RECITALS: WHEREAS, the City and the County agree that providing services on a regional basis will provide more efficient, effective, and less costly services for citizens within both the City and unincorporated portions of the County, thereby better serving the public; and WHEREAS, it is the goal of the City and County to serve their citizens by providing these services on an equitable cost basis; and WHEREAS, Chapter 39.34 RCW permits local governmental units to make official use of their powers by enabling them to cooperate with other localities on the basis of mutual advantage. NOW, THEREFORE, IN CONSIDERATION OF THE MUTUAL COVENANTS CONTAINED HEREIN, and pursuant to provisions of RCW 39.34, the parties agree as follow: AGREEMENT PURPOSE. It is the purpose of this Agreement to provide a mechanism whereby the City may obtain Distdct Court, Animal, Substance Abuse and Jail Services by contracting said services from the County, and to set forth the powers, dghts, and responsibilities of the parties to this Agreement. DURATION. The duration of this Agreement shall be in effect the first day of January, 1996 and terminate at midnight on the 31st day of December, 1998, unless this Agreement is sooner modified, extended, or terminated in accordance with the terms hereof, 3. COUNTY PERFORMANCE. The County agrees as follows: 3.1. The County shall sufficiently staff, operate and maintain such services at a level commensurate with those services as currently proVided. 3.2. The County shall maintain records and statistics of the operation of said services for administrative and financial purposes. The County shall, upon request of the City through the City Administrator, furnish a monthly report of activities and finances related to said activities. The County will furnish a quarterly statement for the purpose of billing per this agreement. Regional Services Agreement Page 1 of 7
