A RESOLUTION AUTHORIZING THE MAYOR TO SIGN ANAPPLICATION TO THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION AND WILDLIFE (IAC) FOR FUNDING ASSISTANCE FOR A WASHINGTON WILDLIFE & RECREATION PROGRAM (WWRP) HABITAT CONSERVATION PROJECT, AS PROVIDED IN RCW 43.98A, WWRP-OUTDOOR RECREATION. WHEREAS, In accordance with goals and policies of the Growth Management Act, the City Council has approved land acquisitions in the area generally referred to as ~the Winona Wetland" for the purpose of preserving open space within the plat of Fowler's Park Addition for urban wildlife habitat and for stormwater treatment and control; and WHEREAS, Under the provisions of the WWRP Habitat Conservation program, state and federal funding assistance has been authorized and made available to aid local public bodies in financing the cost of land acquisition and facilities; and WHEREAS, The City Council considers it to be in the best interests of the public to acquire land in the Winona Wetland area; N 0 W T H E R E F 0 R E BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, as follows: 1. That the Mayor be authorized to make formal application to IAC for funding assistance. 2. That any fund assistance so received be used for the acquisition of property in the Winona Wetland area. 3. That the City's share of project funding will be derived from the stormwater utility. 4. That any property acquired or facility developed with IAC financial aid will be placed in use as an outdoor recreation facility or habitat conservation area and be retained in such use in perpetuity, unless otherwise provided and agreed to by the City, IAC, and any affected federal agency. 5. That this resolution become part of a formal application to IAC. 6. That adequate notification has been given and the opportunity provided for public comment and that published notices have identified the project area.
