RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND TO ENTER INTO AN INTER-AGENCY COOPERATION
AGREEMENT WITH THE PORT TOWNSEND SCHOOL DISTRICT
NO. 50 FOR AN AFTER-SCHOOL RECREATION PROGRAM,
EFFECTIVE UPON AGREEMENT SIGNATURES OF BOTH PARTIES
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WI-IEREAS, pursuant to RCW 39.34 the City and the School District have the power to
enter into an inter-agency agreement for the purpose of providing services and facilities in a
cooperative manner so as to best meet the various needs and development of the community; and
WHEREAS, the City Par~ and Recreation Department, a public agency, is charged with
the responsibility to provide an opportunity for leisure time enjoyment for all citizens through
park, recreational, cultural and related activities, and
WHEREAS, the major function of the School District is to provide a program of public
education as required by the laws of the State of Washington and in that role the School District
desires to offer an After-School Recreation Program for sixth through eighth grade students; and
WHEREAS, the City has been operating a summer recreation program at the Mountain
View Elementary School facility and has the ability and expertise to staff and organize an After-
School Recreation Program; and
WHEREAS, the City is willing to run the After-School Recreation Program and the
School District is willing to help fund the program and make school facilities available to the City
for general community use; and
WHEREAS, it is appropriate that the City and School District cooperate in providing the
best service possible at the least public expense through the use of school facilities and City
expertise for the benefit of all school-aged children; and
WHEREAS, an inter-agency agreement allows for and encourages the City and the School
District to work together in planning, developing and implementing a quality and cost-effective
program for the benefit of students and the community,
NOW, THEREFORE, BE IT RESOLVED, that the City Council for the City of Port
Townsend approves an Inter-Agency Cooperation Agreement for After-School Recreation Program
with the Port Townsend School District in substantially the same form as attached.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 19th day of August, 1996.
