WITH POPE RESOURCES REGARDING THE PURCHASE OF LAND IN THE
CITY LAKE WATERSHED AND AUTHORIZING THE TREASURER TO
ISSUE WARRANTS FOR THE PURCHASE OF THE LAND IN ACCORDANCE
WITH THE AGREEMENT
Whereas,
Under the terms of an Agreed Order issued by the state
Department of Health regarding water filtration
avoidance, the City is required to control activities
within the watersheds from which it draws its drinking
water, including the City Lake watershed; and
Whereas,
The City currently owns most of the land within the City
Lake watershed, with the remainder being owned by Pope
Resources; and
Whereas,
With the goal of negotiating a purchase price rather than
exercising its power of eminent domain, the City has been
engaged in discussions with Pope Resources regarding the
acquisition of approximately 67 acres identified as being
within the City Lake watershed; and
Whereas,
Pope Resources has now agreed to sell the land to the
City for $55,000 cash and such value is supported by an
appraisal by Steven Prochnau of Jackson & Prochnau,
Incorporated, a certified Washington general appraiser;
and
Whereas,
Funds have been budgeted for this property purchase in
1996,
N O W T H E R E F O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign an agreement with Pope
Resources regarding the purchase of approximately 67 acres within
the City Lake watershed in Sections 19 and 20, Township 29 North,
Range 1 West, W.M., for the price of $55,000; and
BE IT FURTHER RESOLVED that the Treasurer is authorized to issue
the warrants necessary to complete the purchase of the land in
accordance with said agreement.
Adopted by the City Council of the City of Port Townsend and signed
by the Mayor this 21st day of October, 1996.
