A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT
WITH SCOTT JOHNSTON REGARDING THE PURCHASE OF LAND IN THE
CITY AND AUTHORIZING THE TREASURER TO ISSUE WARRANTS FOR
THE PURCHASE OF THE LAND IN ACCORDANCE WITH THE AGREEMENT
Whereas,
The City has recently constructed certain improvements to
the City's stormwater system in the vicinity of 14th
Street and McPherson Street to alleviate persistent
problems with stormwater runoff in that area; and
Whereas,
As part of such project, a swale was constructed along
the Westerly side of McPherson Street to convey
stormwater runoff to a culvert under McPherson Street in
the vicinity of 12th Street where the stormwater is
discharged to an undeveloped area, including the unopened
right of way of 12th Street; and
Whereas,
The conservation of natural systems for the treatment of
stormwater has been demonstrated scientifically to be
economically and biologically efficient in comparisons
with traditional structural alternatives which entail
higher capital investment, as well as higher operation
and maintenance expenses; and
Whereas,
Undeveloped Lots 3 through 6 in Block H of Eisenbeis
Addition to the City of Port Townsend are adjacent to the
North of the right of way of 12th Street at the
intersection with McPherson Street; and
Whereas,
Said lots are well situated for utilization as a natural
stormwater detention and treatment facility; and
Whereas,
Scott Johnston, the owner of said lots, is willing to
sell his property to the City for a price that does not
exceed the appraised fair market value determined by an
appraisal by Ralph Ericksen, a certified Washington
appraiser; and
Whereas,
Funds have been budgeted for this property purchase in
1997,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign an agreement with Scott
Johnston regarding the purchase of Lots 3 through 6 in Block H of
Eisenbeis Addition for the price of $33,000; and
BE IT FURTHER RESOLVED that the Treasurer is authorized to issue
the warrants necessary to complete the purchase of the land in
accordance with said agreement.
Adopted by the City Council of the City of Port Townsend and signed
by the Mayor this 6th day of January, 1997.
