Whereas, Whereas, Whereas, Whereas, the city's current contract for solid waste collection and recycling must be either renewed or terminated by the end of 1997; and the City Council has determined that the solid waste and recycling needs of the community are not fully met by the terms of the current contract; and the City Council has adopted the following relevant policies in the Port Townsend Comprehensive Plan: Policy 32.2: Promote the reduction and recycling of solid waste materials through differential collection rates? providing opportunities for convenient recycling, and by developing educational materials on recycling, composting, and other waste reduction methods. Policy 32.4: Contract with private haulers to maintain a cost-effective and responsive solid waste collection system. Policy 32.5: Examine the feasibility of establishing a solid waste transfer station within Port Townsend in order to reduce costs to City residents. Policy 32.6: Manage solid waste collection to minimize litter and neighborhood disruption. it is deSirable that negotiations for an improved contract be guided by specific goals for improved public service; Now, Therefore, BE IT RESOLVED by the City Council of the City of Port Townsend that the following listed goals shall guide the upcoming negotiations for a new solid waste and recycling contract: Assure effective communications between the contractor and the city, our customers and other interested and affected parties. a. Provide for ready access by city officials to contractor personnel with the authority to make decisions. b. Establish quarterly meetings with city officials to review contract performance and customer satisfaction. c. Provide for timely, effective, on-going communications with customers. Assure written communications are well-coordinated with and pre-approved by the city. Establish seasonal, curbside yard waste pick-up service. a. Bi-weekly curbside pick-up. i. Within established content, size and bundling rules. ii. Affordable rate. b. Purpose: . i. Improve customer service. ii. Increase quantity of woody material delivered to biosolids composting project. iii. Reduce outdoor burning; improve ambient air quality. Improve Recycling Program a. Assure timely and effective public information. i. Improve public information materials. ii. Deliver information packets to new customers. iii. Conduct business outreach program. (1) Whenever service is initiated with new business. (2) Whenever service changes will soon occur. (3) Annual follow-up. b. Office receptacles without charge; assure customers are not charged. c. Consider contractor incentives to i. Increase the quantity of recyclables collected and delivered. ii. Improve and maintain the quality of delivered recyclables. Assure contractor's equipment can readily collect compacted garbage. Consider contractor-provided garbage cans. a. Increase customer convenience. b. Reduce customer confusion over can size rules. c. Increase collection efficiency. d. Improve neighborhood appearance. e. Control costs to customers. Examine feasibility and cost-effectiveness of expanding contractor services to include disposal of waste materials. Evaluate cost and siting considerations of establishing a solid waste transfer station within the City. 7. Specify standards of service and contract performance. a. Reliability. b. Customer satisfaction. c. Customer information. d. Cleanliness. e. Provision and replacement of bins. f. Obligation to pick up on all opened city streets. g. Improve contract management provisions. a. Establish standards of performance in contract. b. City performance monitoring. i. Procedures. ii. Contractor obligation to keep certain records. iii. City access to contractor records. c. Provide for procedures to address contract violations. i. Prescribe notification and correction timing and procedures. ii. Establish dispute resolution procedure. iii. Grant City right to terminate if violations continue uncorrected or reoccur.
