A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND DIRECTING THE MAYOR TO TAKE ALL NECESSARY STEPS
TO ENACT A NINETY (90) DAY HIRING MORATORIUM ON ALL VACANT
POSITIONS WITHIN THE DEPARTMENT OF PUBLIC WORKS, UNTIL THE
ORGANIZATIONAL STUDY IS COMPLETED AND REVIEWED
WHEREAS, the staff employed by the City of Port Townsend has increased in a rapid,
disjointed incremental manner over the past five (5) years; and
WHEREAS, the City Council will be allocating funds to undertake an Organizational Study;
and
WHEREAS, it is a prudent management practice to leave these positions vacant; and
WHEREAS, it is significantly more compassionate to eliminate positions when they are not
filled by an employee; and
WHEREAS, the Organizational Study will be completed within ninety (90) days;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Port Townsend that
the Mayor be directed to enact a hiring moratorium on all vacant positions within the
Department of Public Works, for a period of ninety (90) days from the date of this resolution or
until the organizational study is completed and approved, whichever first occurs.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor on this
fifth day of January 1998.
