Applicant late Property Owner (if different from applicant) Date 1.24 Page 1 of 2 To: Historic Preservation Committee RE: Roofing for 761 Chestnut St., Port Townsend (Parcel #001024031) 3/25/24 Dear HPC, Thank you for considering my request to replace my failing wood roof with standing seam metal. The current wooden shakes are thin and falling off. For fire safety, I do not want to repair it with wood. I would like to replace it with a metal roof. The house is at 761 Chestnut Street, a short spur off of F Street. It is outside of the historic district and due to its location on the south side of Morgan Hill, behind other houses, the roof is not easily visible from F Street (to the south) or Maple Street (north). The house has been remodeled over the years including two tip outs off of the north side to accommodate a laundry room and a bathroom. Both of these have standing seam metal roofing. In addition, there is a shed on the property also with metal roofing. Images attached. Neighbors recently placed a very modern modular building next door, and several other homes in the area have metal roofs. I have secured a bid with Hope Roofing to install "Taylor Metal Products 26 gauge 12" Easy Lock panels. Color: Charcoal Grey w/accent ribs". Thank you for considering this request so that I may repair my roof.. The City was awarded a grant from the Transportation Improvement Board under the Complete Streets Program. The Lawrence Street Complete Streets Project will provide ADA improvement including repairing sidewalk and installing pedestrian bulbouts at the intersections between Tyler Street and Harrison Street. The objective of this project is to create ADA compliant routes on both sides of Lawrence Street between the Library and Aldrich's Market and the Community Center. In addition to ADA improvement such as wlacel chair ramps, bulbo uts will narrow traffic lanes and shorten pedestrian crossings for pedestrian safety. In several locations, broken sidewalk will be repaired. Based on an arborist report, several large trees will need to be removed and replaced as well. Staff will do the best to design sidewalk to accommodate the trees and still meet pedestrian safety and ADA accessibility requirements. The Parks Recreation Trees and Trails Advisory Board will weigh in on tree preservation and replacement with the appropriate tree species. See the attached schematics to illustrate the scope of the project. The City was also awarded a pavement preservation grant from the Transportation Improvement Board. This grant is intended to ensure pavement condition is maintained. Tyler Street pavement conditions are deteriorating quickly and given it is the home of the Farmer's Market, this grant provides great value fior motorist, pedestrians, bicycles, and street activities such as the Farmer's Market. This grant also requires that ADA improvements are made to the existing sidewalks. ADA enhancements will be made at each intersection. Both of these projects much be constructed in August of this year in order to meet the funding requirements. Both of these project combined will connect downtown to Uptown and to the Library with pedestrian friendly sidewalks. The City is excited to make this improvement. These improvements will look similar to the work done in 2019 at Adams Street and the Post Office which was the last Complete Streets grant received the C*4Y 1.24 Page 1 of 3 . r ' 250 Madison Street, Suite 3 Port Townsend, WA 98368 360 379 5095 www.citVofpt.us cityofp us Citypo Tows:d PLANNING & COMMUNITY DEVELOPMENT • You or someone acting in your place must attend or your application will be continued to the next meeting. U)O L- eo m U Cityoe" portTownsend Tyler Street Paving Project Info Sheet Why? The Tyler Street pavement is quickly falling apart. Given this is the home of the Farmer's Market, adjacent to Lawrence and the Uptown businesses, resurfacing of this street is a priority. Where? This project will repave Tyler Street between Lawrence and Jefferson Streets. Work will also include wheel -chair ramps. See map on backside of this sheet. What? The City received a grant for $380,000 to repave the street. Repaving the street also requires upgrades to wheelchair ramps. These upgrades will improve accessibility to the businesses and Farmers Market, meeting a key goaj of the City and the Farmers Market. When? The City is just beginning design. The majority of the work will occur sometime between July and September 2024 when temperatures are the warmest, which is required for a pavement overlay. The street will remain open most of the time. We anticipate a two- month project with street closures occurring occasionally for 2-3 days at a time. Sidewalk closures will occur around the intersections and where sidewalk repairs are needed. Some work will be done by City crews ahead of the main construction project to help make the project go faster. Key Considerations: This is a small project compared to Water Street. The City Council has asked that we evaluate changing the parking striping to parallel stalls or back in angle parking. The City will be interested to hear feedback from the public and business owners. The City has also been working with DASH and Jefferson Transit to develop a plan for a bus stop near Aldrich's Market. The City is coordinating with the Farmer's Market and PT Main Street to minimize business disruptions. Example of Wheel -chair Ramp and Bulb -out for Pedestrian Safety at the Post Office (2019). Project Description: LawrenceStreet Complete np µ ...... FMµMµmmUmmW IT µ NNWWmM µN Da Pone: _ p e Streets and Tyler Street Pavement Overlay. In addition to ADA improvement such as wheel chair ramps, bulbouts will narrow traffic lanes and shorten pedestrian crossings for pedestrian safety. Tyler Street pavement conditions are deteriorating quickly and given it is the home of the Farmer's Market, this grant provides great value for motorist, pedestrians, bicycles, and street activities such as the Farmer's Market. These improvements will look similar to the work done in 2019 at Adams Street and the Post Office which was the last f:'omplete Streets grant received b the C;it . 1.24 Page 1 of 3 City ISI port . 250 !Madison Street, Suite 3 j Port Townsend, WA 98368 1 360.379.5095 1 www.cityofpt.us Townse, PLANNING & COMMUNITY DEVELOPMENT • You or someone acting in your place must attend or your application will be continued to the next meeting. These upgrades will improve accessibility to the businesses and Farmers Market, meeting a key goal of the City and the Farmers Market. This type of upgrade is expected for pedestrians crossing Lawrence Street. C v > a v C i c c 41 O O 0 u O u fL0 f0 2 ai '3 + c +J L a H= + Q 3 o x 3 o 0 YN o ' -0 .V)i .: QO.
