HomeMy WebLinkAbout012224 Special Session City Council Business Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE SPECIAL SESSION OF JANUARY 22, 2024 CALL TO ORDER/ PLEDGE OF ALLEGIANCE The Port Townsend City Council met in a Special Session on the 22nd day of January 2024 in Council Chambers at 540 Water Street. Mayor David Faber called the meeting to order at 6:OOpm. ROLL CALL Councilmembers present at roll call were David Faber, Amy Howard, Monica MickHager, Owen Rowe, Ben Thomas, and Libby Wennstrom with Aislinn Palmer absent. Staff members present were City Attorney Heidi Greenwood, City Manager John Mauro , and City Clerk Alyssa Rodrigues . UNFINISHED BUSINESS Resolution 24-006 Calling for a Ceasefire in Gaza Mayor Faber introduced Resolution 24-006 Calling for a Ceasefire in Gaza. Public Comment: Public comment was made. Discussion ensued around opening statements, adding "freedom of movement", fundamental concerns, change wording to "tens of thousands of civilians", what is Council's lane, national pressures, human rights and condition problem, Board of Health resolution, facts, #7 Whereas concerns, foreign policy, addressing comments to Council, which Whereas paragraphs cause concern, world crises effect lives of Port Townsend people, keeping Whereas paragraphs #1, #2, #4, #5 #6, #10 and all Be it Resolved paragraphs, remove "to the Palestinian people" in Whereas paragraph #10, add "travel" to #2 Be is Resolved paragraph, add "for all parties" after "... work toward an immediate ceasefire" in last Be is Resolved paragraph, local effect, number change, and adding "children" after "... claims the lives of tens of thousands of civilians...", and Council member Wennstrom will send edits to Clerk. Mayor Faber reviewed edits which included, change in language in #1 Whereas to state,"... residents who can in Margaret Meads words, "change the world"", changes in language in #6 Whereas to state, "...claimed the lives of tens of thousands of civilians including children and tens of thousands more have been wounded...", changes in language in #10 Whereas to state, " ...delivery of adequate humanitarian aid without delay...", changes in language to 2nd Resolve to state, "... the right of all people to live, learn, work, play, pray, travel, and engage in peaceful protest..." and changes in the last Resolve to state, and "...work toward an immediate ceasefire for all parties...". January 22, 2024 Special Session City Council Business Meeting Page 1 of 2 Motion: Libby Wennstrom moved to adopt this with the edited changes David enumerated that I proposed. Ben Thomas seconded. Council member Wennstrom withdrew her motion. Motion. Libby Wennstrom moved to approve as amended Resolution 24-006 retaining first Whereas as edited, the second Whereas as is, the 4th Whereas is as, the 5th Whereas as is, the 6th Whereas as edited, the 10th Whereas as edited, and the first Resolve as is, the second Resolve adding the word "travel" after the word "pray", and the final Resolve adding the words "for all parties" after the word "ceasefire ". Ben Thomas seconded. Discussion ensued around the importance of facts. Vote: motion carried unanimously, 6-0 by voice vote. ADJOURN There being no further business, the meeting adjourned at 8:39pm.
