I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND AUTHORIZING CERTAIN EXCEPTIONS TO THE HIRING MORATORIUM FOR THE PUBLIC WORKS DEPARTMENT. WHEREAS, the City Council enacted resolution 98-005 to place a moratorium on hiring within the Public Works Department for 90 days or until the organizational study is approved; and WHEREAS, the organizational study is not complete nor has the 90 day time period passed; and WHEREAS, Public Works has informed City Council about the status of projects and work that are affected by the moratorium as requested by Council; and WHEREAS, Council Members met as a Committee of the Whole and discussed these exceptions; and WHEREAS, the Engineering Summer Intern position provides technical work on computer and field projects; and WHEREAS, the moratorium covers positions vacated by employees who are on extended leave as provided for by contract or policy; and WHEREAS, City Council extensively discussed these Public Works positions and determined, by majority, that these exceptions are justified, N O W T H E R E F O R E Be It Resolved that the City Council of the City of Port Townsend authorizes the following exceptions to the hiring moratorium for Public Works: Summer Intern for Engineering and a replacement for any person on an authorized leave as described in the City of Port Townsend Personnel Policies Manual or collective bargaining agreement.
