1. Welcome, Introduction & Call to Order - Chair Debbie Jahnke
Good afternoon and welcome to this meeting of the Port Townsend Parks, Recreation,
Trees & Trails Advisory Board. The role of this Board is to assist City staff and to advise
the City Council on legislative matters concerning parks, recreation, trees and trails.
This meeting is open to the public at the City Council Chambers, virtually via this web
format, and is also being video recorded for those who could not attend the meeting
today and for future reference. Given that this meeting is in virtual format, we ask that the
board members raise their hands to be called on by the Chair. The public can do the
same to comment during the public comment periods. We take public comment at the
beginning and end of the meeting.
II. Roll Call:
Pam Adams, Becci Kimball, Jim Todd, Russell Hill, Matt Miner, Debbie Jahnke present;
Jennifer Rotermund- excused absence
III. Approval of Agenda
Becci Kimball recommended adding discussion about pedestrian mixing with bicycles on
trails and paths. Agenda approved by consensus.
IV. Approval of May 23, 2023 Minutes
PRTTAB neglected this agenda item and will consider it at the next regular meeting.
V. Public Comment (3 minutes per person/agenda items only) Public comments received via

Musa Taman tried to make a remote/virtual public comment but there was too much static.
Ms. Jaman was asked to submit a written comment by email or text, which follows:
public comment from Musa Jaman:
It sounds like parks intends to make a recommendation to the council regarding the
golf course. I'm hoping that you and others will remind the golf course adv board and
council that the majority of attendees at last meeting did not select either options
constructed and put forth by the adv council. The adv council did not provide a none of the
above option yet clearly the majority of meeting attendees did not want either option - they
proposed other viable options that were not allowed by the adv board.
I strongly recommend that the parks board recommendation remain autonomous
from golf course adv board and be based on the actual turnout citizen responses.
The adv board refused to listen and disbanded the meeting with plenty of time remaining
even though people still had hands up and wanted to speak.
The surveys are not reliable and have been used to promote ideas that are clearly out
of favor with the majority of Jeff co citizens.
You need to be the messenger of integrity and not just a stamp of approval.
Please.
Debbie commented that the audience makeup at the last Envision open house appeared to
be a majority of golf advocates and thus the discussion was heavily weighted toward the golf
proponents. She asked that the historic design of the golf course be taken into consideration.
Pam Adams mentioned that the natural design approach might be part of the historic design.
Becci Kimball suggested that everyone watch the videos and take into account the fiscal
considerations. Pam Adams agreed that fiscal sustainability is needed. Steve put in a
question to Carrie regarding a two meeting approach to PRTTAB considerations of the
Envision recommendations, since PRTTAB might not be able to complete deliberations in a
single meeting.
VI. Old Business
A. Steve recommended scheduling a special meeting on July 11, 2023 at 5:00 at City Hall
— to provide a recommendation for City Council concerning the future of the Golf
Course.
PRTTAB requested information ahead of the meeting to have time to digest,
preferably prior to the July 6th Open House
B. Trees+ Subcommittee Report (Debbie and Russell)
Debbie provided a summary of the meeting discussion including recommendation of
removal of the list currently in our Engineering Design Standards and inclusion of any
future list by reference instead in order to simplify future updates to the information.
Efforts should focus on 12.04.075(D) and 12.24 PTMC. Next meeting July 171h (moved
to July 24, note in proof)
VII. New Business (65 min)
A. 2024 Work Plan — Consider for inclusion in our priority recommendations for work
plan to be sent to the City Council retreat (all Board):
1. Trees+: Engineering and Design Standards update of relevant sections; update
street tree list; develop park/large tree list and list of species not to plant
2. Inventory of open space and buildable lands for tactical infill efforts
3. Parks foundation development/consideration of long-term methods for sustainable
funding of parks and recreation
4. Update the Safe Routes to Schools map
5. Develop volunteer recruitment, management and retention structure for extensive
trails efforts
Jim Todd asked whether there needs to be additional parks in the North Beach area.
He also expressed concern about pedestrian and bicyclist safety in the Safe Routes to Schools
areas. Board discussed school district safe routes maps and noted that updates are needed.
The only obvious source for information is in the Nonmotorized Transportation Plan and the
information dates to the 1998 plan creation. Nothing was found on the school district
website.
There was discussion about 12th and 10 Streets for nonmotorized connections
between Landes and Sheridan (or McPherson for 14 th) as listed in the Transportation
Improvement Plan, including a need for information about pedestrian activity and the
intensity of pedestrian use on 12th and 14th Streets.
Russell Hill suggested that bolstering volunteer efforts including developing Friends of
Trees, Trails, etc., narrowing down to focus on specific goals. Bre Ganne spoke of the desire
and resources pent up and ready to work on trails and it is where there is existing knowledge
and capacity to activate trail volunteers.
Board suggested adding master planning for:
1. Bobby McGarraugh Park
2. Koh Tai Lagoon Nature Park
3. Bishop Park/Ravine
4. Sather Park
5. Back of Chetzemoka - Golden Age Club and Dog Park
6. Impacts of bluff erosion on Chetzemoka
B. Financial Sustainability and Parks Video - Discussion (Becci and Steve)
Steve gave an overview and asked everyone to watch the videos and asked to share out.
Matt Miner suggested we ask the Rose Theatre to share. Becci Kimball suggested showing
them at the Film Festival. PRTTAB is supportive. Steve led a discussion about the problem of
funding parks while trying to densify when our city is platted in a rural pattern,
development costs are very high even for modest multifamily units such as those planned
at Evans Vista, at a minimum of ca. $350K per unit. Parks Foundation effort and Friends
discussion will be very helpful. We may be able to expand an MPD for the pool to include

parks as a second step. Tyler Johnson determined that 50% of our land is non -tax paying;
more commonly it is around 30%. Density is the only change that could help.
VIII. Staff update — (20 min)
A. Maintenance Update (Steve)
Bishop Play Park - play equipment done and now adding ADA parking spots
Koh Tai — Care taker site work underway
Adams Street irrigation work starts next week
Cleanup of camp at Koh Tai — large resource effort last week. Bre Gann6 gave an
overview of the outcome and collaborative effort with 50 staff hours along with 16
volunteers for 32 hours. The board recommended that a writeup be provided to the
newspaper. Matt Miner volunteered to send a press release. Bre and Matt will
coordinate.
B. Projects Update (Steve) Steve shared three brochures on the City website, including a
new one that addresses ROW maintenance responsibilities.
