HomeMy WebLinkAboutPW-GIS II Analyst JD 2023 City of Port Townsend Job Description GIS Analyst Classification title: GIS II Working title: GIS Analyst Department: Public Works Union: Teamsters FLSA status: Non-exempt Wage Classification: 23 Hours: 40 hours/week Effective date: 2023 Reports to: Assistant City Engineer Civil Service: No JOB SUMMARY Under general supervision, performs a variety of GIS services to support City public works operations, public access to information, Planning and Community Development services, and records management. The City of Port Townsend strives to provide quality reliable services looking toward a sustainable future. ESSENTIAL DUTIES AND RESPONSIBILITIES Employee shall meet all requirements of groups A, B, and C, 8 of D, and 5 of E of the Core Competencies, and the tasks described in these select competencies are considered part of the essential functions for GIS Analyst.  Maintains the City’s GIS system, data, and mapping.  Supports various departments with geospatial analysis.  Maintains internal mapping and data management accessible to employees.  Maintains various public maps to share on the City’s website.  Participates in and/or leads the development and advancement of GIS technology, system architecture, and orderly data management.  May work with a variety of staff levels and departments to assist with data acquisition, data editing, and data analysis.  Assists with work in the field with geospatial recording of information associated with utility and street infrastructure systems.  Assists with applying land surveying principles in the application of GIS in a City environment based on the land record system.  Assists Planning and Public Works Departments in strategic planning associated with existing and future land use and infrastructure.  Assist other staff with the creation of figures, maps, drawings, and images for grant submittals. Group A Competencies  Works well in a team  Works well with the public  Safety training  Supports the organization through interdepartmental cooperation Group B Competencies (entry level)  Basic understanding of planning principles  Basic understanding of public works infrastructure  Has an understanding of and entry level training in data management information systems and entry level training on geospatial systems  Basic understanding of surveying and land records  Ability to manipulate data to create desired outcomes and map products Group C Competencies (mechanical skills)  Ability to learn and make effective use of advanced computer software at an entry level including ESRI products, AutocadMap, Blue Beam, Microsoft products, records management and databases software  Ability to work with data collection equipment including GPS, optical level, and traffic counters  Ability to perform simple ARCGIS online functions  Ability to create GIS maps using standard software functions to assist Planning and Public Works in sharing information  Ability to use GIS systems to extract information in support of engineering staff and other departments  Ability to coordinate GIS data with records management staff. Ability to enter and edit data into the City’s GIS in a rigorous and fastidious manner to ensure data quality is maintained  Permitting software coordination  Work order system software coordination  Ability to create feature classes in a File Geodatabase while considering data types, domains, subtypes, and spatial reference.  Ability to create or work with related tables  Ability to use cartographic techniques to design maps and visualize data  Ability to diagnose and repair GIS systems and hardware  Assists with purchasing and research of GIS-related equipment and software Group D Competencies (specific skills)  Ability to perform complex spatial analysis using GIS tools and analytics  Ability to script and embed GIS products within City databases and websites  Ability to analyze City land record data to develop information for implementing long range planning strategies  Ability to oversee system architecture and implement upgrades as necessary  Ability to work with advanced GIS systems and coordinate data integration from outside City sources  Ability to maintain the availability of user access to GIS information GIS Analyst  Ability to train power users specific to their needs  Ability to expand and grow GIS system with advancements in technology and in response to user demand within budget constraints.  Demonstrates ability to share skills and train team members  Ability to use ModelBuilder to perform spatial analysis and manage data  Ability to use HTMLand CSS to create custom popups in Arcgis Online  Ability to use ArcGIS Arcade to create custom content  Ability to create public-facing maps using Arcgis Online and hard copy maps and PDFs using ArcGIS Pro  Ability to collaborate with Planning and Public Works teams to tell stories about City planning and resources using GIS tools such as Story Maps Group E Competencies (management skills – included to show skills needed for advancement)  Skilled in cost analysis and budget development  Schedules and coordinates work program in support of Public Works, Planning, and other City Departments  Assigns and coordinates work and provides needed resources to staff and temporary staff as available  Understands and implements the City’s purchasing policy and procedures manual  Ability to review operations and recommend improvements  Assists the City Engineer, including recommending staffing and training for GIS staff as well as other department staff who desire to assist with data management and mapping  Oversees operational data to ensure proper and efficient function of asset management  Establish and maintain effective working relationships with City staff, regulatory agencies, and partner agencies such as Jefferson PUD, Jefferson County, etc.  Assist management in formulating written policies and procedures  Serves as a liaison to the management team  Performs 1:1 meetings with other team members when appropriate  Provides mentoring and training of team members  Works with City Engineer to develop annual budget and track each fund within the department budget over the year  Ability to communicate technical elements of the work with the public  Ability to assist with hiring and employee assessments recognizing boundaries associated with being a represented position  Highly effective in communication with team members, public, management, and peers  Demonstrates assertive management skills in fairly addressing issues with peers, the public, management, and other City employees  Assists in the development of and/or maintains a capital facilities plan and capital replacement programs.  Maintains reports and other documents pertaining to purchases, contracted services, and other operational needs GIS Analyst QUALIFICATIONS: Required  High school diploma or GED  Valid WA State driver’s license and ability to maintain a driving record acceptable to the City’s insurance carrier  3 years working experience in related field or equivalent education Preferred:  5+ years’ experience working in the field of GIS  Graduation from undergraduate or graduate program with certificates in data management systems, GIS, or equivalent fields WORKING CONDITIONS Work is conducted in both an office and field environment. Fieldwork is performed at times to review sites, collect data, and observe construction progress. Physical effort may be required to lift equipment and system parts up to 50 pounds. Occasional fieldwork and reconnaissance in ravines or other more rugged terrain. This position requires vision and hearing at level required to perform essential functions (may be corrected) and a full range of motor skills.
