I. Welcome, Introduction & Call to Order - Chair Debbie Jahnke
Good afternoon and welcome to this meeting of the Port Townsend Parks, Recreation,
Trees & Trails Advisory Board. The role of this Board is to assist City staff and to advise
the City Council on legislative matters concerning parks, recreation, trees and trails.
This meeting is open to the public at the City Council Chambers, virtually via this web
format, and is also being video recorded for those who could not attend the meeting
today and for future reference. Given that this meeting is in virtual format, we ask that the
board members raise their hands to be called on by the Chair. The public can do the
same to comment during the public comment periods. We take public comment at the
beginning and end of the meeting.
II. Roll Call:
Board Members: Debbie Jahnke, Becci Kimball, Matt Miner, Jim Todd, Pam Adams,
Russell Hill present. Jennifer Rotermund, absent.
Staff. • Michael Todd, Carrie Hite, Jeff Kostechka, Steve King
III. Approval of Agenda
Staff asked to move Item E to the beginning of the New Business agenda.

VII. New Business (65 min)
A. Tree List Subcommittee Report on work in progress to include:
• Recommendation for trees — generated a few lists from Russell, Jennifer,
Debbie, and Robin, including fire-resistant and drought -tolerant species.
• Adding tree recommendations for parks and private property.

• List of shrubs and other species for right of way.
• Elimination from lists of species subject to disease and elimination of
species that are regarded as invasive.
• Steve will forward out email to the PRTTAB about fire resistant plants
B. Climate Action Committee Recommendations
• Steve reported on the Vehicle Mile Reduction subcommittee work and
recommendations
• Steve will send out the Climate Action Committee recommendations to
the PRTTAB. Pam mentioned that the recommendations are to address
tree conservation plans and urban tree canopy.
C. Grants Update-USDA-Kah Tai
• Michael reported that he submitted an RCO grant for deferred
maintenance for the restroom rehabilitation at Kah Tai. RCO has offered
a no -match line of Local Parks Maintenance (LPM) grants
(https.11rco.wo.gov/grant/local-parks-maintenance-grants/) for
deferred maintenance.
• Debbie announced that the City was successful in obtaining two USDA
grants related to equitable urban tree canopy
(https://www.fs.usda.gov/managing-land/urban forests/ucf/2023-
grant funding). One grant includes 76 trees (+ depending on availability
and cost) to be included in the swales and raingardens being developed
in the Castle Hill road improvement effort and the second grant is to
develop an urban forestry plan and update the existing tree
conservation ordinance.
• The group discussed the need to engage the neighbors adjacent to the
planting areas to take ownership of and care for the trees.
D. Arbor Day proclamation and celebration
• Debbie reported that tree walk proponents are not ready for this year.
• Proclamation will be read on October 2nd to declare our Celebration of
Arbor Day. Event will again be an Adopt A Native Tree/Shrub — October
8th, noon-2:OOpm. Plants are all natives from bare root stock purchased
by volunteers from the local and state conservation district sales in
January/February 2023 and grown up in pots for nine months prior to
event. City press release provided additional information and included
announcement of the two tree grant awards.
E. Non -Motorized Plan Update Discussion (moved to beginning of New Business)
• Assistant City Engineer Jeff Kostechka was introduced to the board; Jeff
will be leading the update process.
• Becci asked about sidewalk and bike lane improvements and the
establishment of a non -motorized committee. Steve suggested that a
taskforce for Active Transportation could be possible.
• Even though uses may overlap, we need to designate transportation
routes versus recreational routes for recreational immunity.
• Reconsider and update existing maps.
• Consider successes and failures in the 1997 plan.
• Address pedestrian use versus bicycles on sidewalks and other user
conflicts.
VIII. Staff update — (20 min)
A. Kah Tai, Pool Roof, YMCA Contract Renewal, Golf Course, Healthier Together
• Michael reported on the Koh Tai caretaker site. All the work has been
completed other than a modest security fence around the caretaker site.
• Michael reported successful installation/repairs of the pool roof to buy us a
few more years.
• Carrie reported progress on YMCA contract for operation of the pool.
Carrie reported looking at all Mountain View leases. Michael reported that
Working Image submitted a termination letter.
• Carrie reported on the golf course decision point. She noted that the key
principles are to keep the course with increased access. The golf course will
be leased to an emerging non-profit. Carrie reported on the Recyclery
possibility of co -locating at the Golf Course. Debbie asked about the Dog
Park and the need for a shade shelter if the Dog Park is staying put.
• Carrie reported on the pool initiative. Presentations are being provided to
various groups including the BOCC, YMCA, JAC, etc. Carrie reported that
the goal is to raise $15 million locally to contribute to a $37 million facility.
The Ycan also access funds possibly up to $10 million. The effort is looking
for a voter ask for $22 million in the form of a PFD which would put a 0.2%
sales tax on the ballot. The goal is to go out on a special election in April
2024. The final report is available on the City's website.
• Michael reported on the condition of the Chetzemoka kitchen shelter. The
shelter is in pretty rough shape and the recommendation by consultants is
to start over and rebuild. Debbie mentioned that the structure was pieced
together over the years with little design or structural integrity and it is not
historic. Michael shared that the wood working classes are interested in a
class project.
• Carrie reported on the skatepark light project. Samantha is in Puerto Rico
for the next 9 months. The solar lights are the recommended solution.
Carrie mentioned that RCO opened a new no -match grant opportunity to
build, expand or renovate athletic facilities in underserved communities
(https.11rco.wo.govlgrant/community-outdoor-athletic facilities/or COAF).
The grant application would be 100% of the cost estimated at $60k to

$70k.
IX. Next Regularly Scheduled Meeting: October 24, 2023
Becci suggested that the next agenda include a discussion on Parks Foundation. Debbie
would like to address a few errors for the next PROS plan update. Carrie requested that any
recommended corrections to the 2020 PROS Plan be sent to her.
