The role of this Board is to assist City staff and to advise the City Council on legislative matters concerning parks, recreation, trees and trails. This special meeting is open to the public at the City Council Chambers, virtually via this web format, and is also being video recorded for those who could not attend the meeting today and for future reference. Given that this meeting is in virtual format, we ask that the board members raise their hands to be called on by the Chair. The public can do the same to comment during the public comment periods. Due to this meeting being a special meeting we will only be allowing public comment on the topics on agenda. There will be no general public comment. I write with regard to a last-minute addition to the golf course envisioning effort -- to both of the "preferred alternatives" -- of a significant housing project located on top of the largest remaining patch of natural habitat on the parcel (along the east side of the property). This seems to pit nature and housing, two of the public's top priorities, against each other, even though both the natural area and the housing project each constitute a small proportion of the total parcel area. This proposal was never subject to public review and comment and was never part of any previous alternative or map presented to the public. Because it appears on both preferred alternatives, the public can only vote "for" it. In addition to noteworthy zoning, road access, and slope issues, locating the housing here would destroy the largest remaining natural habitat on the property, a 3 -acre swale densely wooded with thickets and a wide array of deciduous and coniferous trees. This section is actually one of the best pieces of mixed -deciduous woodlands in our entire city. The presence of Long-tailed Weasel, and nesting Willow Flycatchers, Black -headed Grosbeaks, and Swainson's Thrushes are all indicators that this is high -functioning deciduous riparian habitat. Perhaps no better illustration comes than that of the chickadee-- they require over 6,000 caterpillars to raise a nest of chicks. They primarily get these caterpillars from native alders, birch, and bitter cherry trees. Because all three of these tree species are present in this woodland, both Black -capped and Chestnut -backed Chickadees successfully raise chicks here annually. As someone who was involved with habitat restoration for most of my career, I can tell you that creating this habitat from scratch (e.g. from a golf course) would take at least 30 years, plus cost hundreds of thousands of dollars. Keeping it, and expanding it to connect it with the willows around the pond, would be the most logical -- and economical -- approach to habitat restoration on the golf course parcel. Destruction of this habitat could jeopardize the city's attempts to get partnering funds for the park from the Washington Wildlife and Recreation Program or Dept of Ecology's Environmental Restoration Grants, not to mention other non- governmental habitat restoration grant sources. I ask the Parks Board and the city to protect this natural area, and to explore other locations for this housing development, and subject them to proper public review and comment. Here it is: Thank you— Joni Hello Everyone— In the very last minutes of the very last Golf Course Stakeholder's Meeting on July 6th, a new 'modified' plan for the Central Park Option was brought up (Andy's Plan - includes mini- golf/putt putt). An unofficial poll of the 8 members present in the room out of 21 members voted to present this 'modified' option going forward to the Parks Board and Councilmembers - not all 8 approved. In all fairness, there should have been a poll, also, by Carrie and the Consultants to bring forward the 'modified' Hybrid Plan - Robert Horner's Design, to the Parks Board and Councilmembers. All who have learned of Horner's Hybrid option since it was presented (2 Stakeholder meetings ago and at the Open House) thought it was the best Option they've seen so far, as it has so much to offer in new amenities for the community, BUT, also keeps the historically famous design of the Golf Course - which maintains the course's integrity instead of reducing it's appeal. Even some stakeholder members pushing for Central Park said they'd feel much more appeased by Horner's Hybrid Plan than the Consultant's Hybrid Plan made up. It's an obvious WIN-WIN Plan. As was clearly stated by Carrie, the two options made up (Hybrid/Central Park) are NOT set in stone. They are ONLY 'concepts'. Councilmembers have the power to ask the Consultants to adjust/modify their Hybrid Plan to accommodate so much more of Horner's Plan - in spite of Consultant Chris's statement that it's too late in the Master Planning Process to consider Horner's modifications. Just as, it's in the Councilmembers' power to ask Consultants to adjust/modify their own Central Park Plan to accommodate Andy's Plan. Let's keep this fair And please ... do NOT let the Aquatic Facility somehow slip onto the Golf Course property at the very last minute for any kind of reason, what -so -ever!! Here are my responses to any further money being funneled into the golf course and other proposals. 1. We have a wonderful senior /community center in uptown. It needs to be fully developed such as the Shipley Center in Sequim- with activities for all ages. 2. We have free access to Fort Worden Park, the Uptown Park, the Water Street Park (across from the Legion), the play park on Cherry Street, the Chetzemoka Park, the North Beach Park, the Sather Park, the skate board park, the Mt. View area, and I am sure other park areas-- I guess what I am saying is that WE DO NOT NEED ANY MORE PARKS. 3. The city won't take care of road or the property alongside them. I think they said it was the property owners' responsibility how can they afford another expense? Or I should say can we/I (as taxpayers) afford another expense? 4. Upgrade the pool and area. What percentage of users vs. population? 5. Thinking that if 150 people voiced their want of a golf course- what percentage is that of the total population of PT? Minuscule percentage! Why hasn't a vote of the people been proposed? And of those how many were actual golfers? 6. Keep the Police in the Mt. View Commons building and upgrade. How many 100 -year-old buildings are still standing? For instance, our City Hall/ Library? 7. The City wants affordability for the working class- you can't expect that with the tax increases you are proposing. 8. Sell the city owned land to private enterprise to pay for these upgrades. 9. Have the city (whatever department) clean up those triangle drain areas around town- blackberries and weeds- what a sight for our citizens and visitors to behold when enjoying our downtown? 10. Lastly, how many in the city are property taxpayers vs. non - property taxpayers? 11. Might consider voting for these proposals ?
