Townsend community:
Bill Evans will present three different Summer Contemporary Dance Concerts on July 21, 22, and
28, 2023, at the JFK Hall on the Fort Worden campus.
They will benefit the diverse population of the greater Port Townsend community in the following
ways:
• The three shows will appeal to people with a wide variety of likes and interests because the
world-class contemporary dance artists involved represent a remarkable diversity of styles of
contemporary dance and performance art.
• The Summer Dance concerts will be celebratory, thought-provoking and engaging—opportunities
for the public to see a range of artistic perspectives in dance from around the country and to
contemplate the multi-faceted content of the works.
• Participating dance artists will come from Washington, New Jersey, Texas, Oklahoma, Kansas,
Georgia, California, Arizona, and Maryland.
• The series will provide an opportunity for members of the local community and visitors from
across the country to come together. Summer Dance I, Summer Dance II and Summer Dance III
will be part of in the 9th annual Bill Evans Somatic Dance Conference and the 24th annual Bill
Evans Teachers Institute, both of which have attracted registrants from throughout North
American. The Conference will be held at Fort Worden for the first time, but the Institute has been
held at Fort Worden since 2000.
• The already well-established dance audience who live in and our unique hometown and
surrounding areas will have three new chances to witness the scope of an exciting American art
form. Those who come from a distance will be exposed to an aspect of the vibrant Port
Townsend performing arts scene.
• Background information:
Bill Evans, an internationally-renowned professional artist, educator and writer, became a
permanent resident of Port Townsend in September, 2018. He has had an extensive impact on the
global dance-world as a choreographer, performer and producer, but he came here to “retire.” At
the urging of members of the local dance community, however, he has invested considerable time
and wisdom in teaching choreographing and performing in Port Townsend. He has trained and
featured Jefferson County dancers in his frequent performances and has supported their creative
and artistic endeavors as choreographers. Additionally, he has brought guest artists from all over
the continent to our doorstep. For example: In March, 2023, Utah’s Repertory Dance Theatre (RDT)
performed Quadruple Bill, a program of Evans’ works free of charge in the Fort Worden Chapel,
followed by a community class taught by Evans, free and open to the public. His most recent
offering to local audiences, in May, 2023, was at the Key City Public Theatre, where he presented
six performances of his full-length City of Dreams, a new work for ten Jefferson County dancers,
aged 36 through 65.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The City’s funding would help defray the shortfall between ticket income and the cost of
producing these events and allow the hiring of a sound technician/stage manager.
• We will offer the concerts on July 21 and 28 as “pay what you can.” This is important to Evans,
because he wants to make his work available to those with limited financial resources as well as
those with disposable income, to make these productions as accessible to the public as possible.
• The cash expenses required to produce these concerts are greater than the anticipated income.
Half of the $1,000 requested from the PTAC would help to reduce that gap.
• The remainder of the requested funds, if granted, would improve the project by allowing Evans to
hire a technical assistant to run sound and serve as stage manager for these shows, making them
run more smoothly and creating less stress and overload for Evans.
• Help from the PTAC would be deeply appreciated and fully acknowledged.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event
is designed to bring in visitors from the area, how you will advertise to those visitors:
These events will bring visitors from across the country but will also be promoted to Port
Townsend/East Jefferson residents.
• The Port Townsend Leader, The Peninsula Daily News, KTPZ and Bareboards Arts and
Entertainment have all supported previous Evans’ shows effectively. Press releases have already
been sent to these organizations. If PTAC funds are awarded, a follow-up press release will
announce that news.
• Evans has also accumulated an email list of people who have purchased tickets to his Port
Townsend performances and those who have taken his community classes since 2019. All of
those supporters will receive messages about these shows.
• Evans will make a donation to the Madrona MindBody Institute in exchange for them publicizing
these events in their upcoming online newsletter.
• We will also post information about these concerts to Nextdoor email service.
• Because Evans was based in Seattle in the ’70s and ‘80s, he expects that social media posts will
attract some of his followers from across the Sound to visit to Port Townsend for one or more of
these events.
If this event has received Arts Commission funding in the past, please explain any proposed
changes to the event and any change in the requested funding amount.
PTAC awarded Evans funding for two previous productions in the JFK Hall at Fort Worden.
• Amidst the pandemic, in September 2021, Evans asked for and received $500.
• For a weekend production in June 2022, he asked for and received $1,000.
• Both grants helped make “pay what you can” performances possible.
• Those grants were deeply appreciated, and all attendees were aware of the support of the Port
Townsend Arts Commission.
This event will be different from the previous concerts, because a number of local and national
choreographers as well as Evans, who is curating the series, will present work. In the other
productions support by the PTAC, Evans created most of the work himself.

Every year in mid August, many of our kids in the community bring their artwork to our State Fair,
Jefferson County Fair in Port Townsend to be displayed and adjudicated by four seasoned artists.
Artists of all ages come and line up a week early, bringing their drawings, paintings, sculptures,
photos, and collages to the Art Building on the Fairgrounds property for this annual event. None of
these judges, helpers, artists and helpers are paid. They win ribbons, and prizes for their efforts
and the public can come and ooo and ahh over the art on display.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The Art Display for the Fair is not funded and has relied on donations for decades. As a result a
hodgepodge of materials has been collected but most if it no longer is viable. Broken easels, dried
up paints, non functioning display boards are in need of repair.
This year we are in need of student Acrylic Paint, Brushes, small canvases to make signage to
direct the public in the room. The walls are covered in white old pegboards, but we have no hooks
except what was donated from garages. We’d like to buy ART hooks that are specifically to hang
artwork, and special hooks to use our wire display racks. We’d also like to purchase some long
pennants that kids can paint in these vibrant colors to string outside the building and some art
banners that the kids will make. The total we are asking for is $800.00. Many of the entries come
with inadequate hardware, and we have asked our neighbors to take up the slack with our own
tools right there on the spot. We hope to have a tool box put together for necessary tools for
hanging the art.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event
is designed to bring in visitors from the area, how you will advertise to those visitors:
The Jefferson County Fair is open to all Jefferson County Residents, but there are visitors from all
over the state and beyond. Because of this we hope to give the front of the building some much
needed repair. We have NO funding for this building. We hope to improve the entrance to the
ARTS building by creating a new ARTS sign. We have free labor, but we need materials. There will
be an active ARTS PLAY tables set up during the fair so everyone and anyone can come try their
hand at trying some ART!
If this event has received Arts Commission funding in the past, please explain any proposed

never received grant money of any kind in the past.

Founded in 2022, Meeting-Place Chapbooks’ mission is, at root, to tend the soil of local literature
to foster a living culture. Published in editions of 80, the Meeting Place Chapbooks are made with
a degree of playfulness and spontaneity. Each chapbook is made by an author/artist (or group of
authors/artists) residing on the Olympic Peninsula (or with significant connection to this place).
Distribution is local and mostly by hand.
With its focus on local authors and creators, Meeting Place chapbooks makes space for stories
and art that may be overlooked by traditional publishing methods. Meeting Place Chapbooks'
editors work with people from a variety of backgrounds and with a plethora of niche interests,
united by their location on, or relationship to, the Olympic Peninsula. Authors are benefitted as
they are able to share their knowledge and stories, unrestricted by preconceived notions of form
and function. Audience members and readers benefit by learning more about the individuals in
their community and are opened up to a new world of information, whether it's reading about work
as a fire lookout or browsing recipes in a magical cookbook.
Meeting Place Chapbooks book launches involve all the behind the scenes preparation, including
formatting and printing, cover art and design, advertising for the reading, securing a location. The
event itself involves a reading by the two authors as well as a Q&A with the audience, followed by
a relaxed and social gathering where folks continue talking about all things literary, providing an
excellent opportunity for authors to mingle and network.

funding, show how the requested funds will improve the project:
The city's funding will greatly increase the reach and availability of books that Meeting Place has
to offer as well as expand the advertising and marketing reach. City funding will be used for
printing editions of 80 of two separate chapbooks that will be co-launched at a reading event on
August 20th. The co-launch model worked well for the initial launch in March, making space for
authors to be in communication with each other as well as readers. Funding will also be used to
pay artists, both authors and cover design artists, to properly compensate them for their time and
creative ideas. This will expand the ability of locals to engage in professional art-making and
serve as a stepping stone for those trying to pursue more long-term careers in the arts. City
funding for advertising will increase our outreach potential and bring together an even wider
swath of the Port Townsend and Jefferson Co. communities.
There are four committed editors working to bring to life the Meeting Place Chapbooks mission.
Without city funding we will continue to print and publish exciting new work by local creators as
we are scrappy and mission-driven. However, city funding will greatly expand the ways in which
we can bring people in to the chapbook world and support local creators.

This project targets the local area by restricting publishing to those who live locally or have a
significant relationship to the area. It is distinctly catered to the local literary community, while
also working to expand that community by publishing diverse perspectives and engaging projects
and creators outside of the traditional publishing world.

The Port Townsend Film Festival offers both ticketed events and free events for the people of
greater Port Townsend. This year, we plan to supercharge the free elements in an effort to make
the four-day festival more festive, and to make the event more accessible to a greater number of
people. The enhanced experience will benefit festival attendees, Port Townsend residents, and
anyone spending time in downtown Port Townsend during the time of the festival.
The Festival’s free events include Friday’s Filmmaker Parade (filmmakers arriving to Taylor Street
in classic cars), along with the outdoor movies on Taylor Street on each of the three nights of the
weekend. These are beloved Port Townsend traditions that bring the community together. The
events have significant participation due to their accessibility and the annual family tradition they
have become.
But this year, these free events will be made even better with our planned additions, including:
- A marching band will join the parade
- Individuals and families will be invited to picnic on Taylor Street before each outdoor movie
- Upbeat, live music will create an attractive atmosphere for anyone within earshot of Taylor
street, whether picnicking or not
The free events happen at specific times, but PTFF wants the entire festival time to feel special.
To that end, we will add decor to many public areas downtown, including painted sidewalks and
street designs (pending city approval).
All these additions will help make the festival more colorful, more delightful, more welcoming, and
more festive. Our hope is that whether or not someone is here for the festival, they get captivated
by the festival spirit.
PTFF has thoughtfully curated three, free outdoor films for the 2023 season, all entertaining
family-friendly movies with high artistic merit. The films will delight a diverse population of the
community and visitors alike: Willy Wonka and the Chocolate Factory, James and the Giant Peach,
and Matilda (pending rights acquisition).
PTFF is committed to inclusivity and strives to create welcoming environments for everyone. We
actively seek out diverse voices and stories to showcase through the films and filmmakers we
feature. Our goal is to provide a space where people from all backgrounds and identities feel
valued and represented.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The City's funding is instrumental in supporting and improving the Port Townsend Film Festival
experience. While the event can proceed without City funding, the requested funds will
significantly enhance the experience of public areas and the overall impact of the festival.
Most of the aforementioned additions to this year’s festival have costs attached to them. As an
arts organization, compensating musicians equitably is important to us. And while PTFF does
have existing decor, much of it is outdated, inadequate or degraded. New and revitalized decor,
along with associated supplies, are necessary.
The Film Festival will happen with or without funding from the City, but this year we look back to
our roots. Twenty-four years ago, the original vision of the Film Festival was “a film lover's block
party celebrating great films and filmmakers.” While each festival since then has always been
about celebrating films and filmmakers, our hope this year is to re-infuse the event with block
party energy.
Documenting the festival with videography and photography would greatly support future
promotional efforts and help PTFF preserve the festival’s history.
The additions and upgrades which we propose are estimated to cost between $5,000-$5,500. For
this reason, PTFF seeks the maximum amount for this Arts Commission grant ($3,666). We seek
other funding sources, but other funds are yet to be confirmed.

The Port Townsend Film Festival is targeting both Port Townsend/East Jefferson residents and
attracting regional visitors from around the Olympic Peninsula and Puget Sound.
To engage the local community, we will utilize a combination of traditional and digital marketing
strategies. We will advertise through local media channels, including newspapers (The Leader,
Peninsula Daily News), radio stations (KPTZ), and community newsletters. Our active presence on
social media platforms will allow us to connect directly with the community and encourage their
participation in the festival.
To attract regional, we will implement targeted advertising campaigns, homing in on film goers
and people who attend other cultural events. Advertising/underwriting with television and radio
will play a role here, too (KCTS9, KUOW, KNKX), as will leveraging social media. Collaboration with
regional visitor centers and ferry advertising opportunities will further extend our regional reach.
Furthermore, we will seek media partnerships to secure coverage and feature stories about the
festival in both traditional and online media outlets. This media exposure will create interest and
draw attention from both residents and visitors. We’ll have big news to share soon that will boost
earned media exposure.
By employing these marketing strategies, we aim to maximize attendance from both the local
community and visitors. Our goal is to showcase the unique cinematic experience of the Port
Townsend Film Festival to a diverse audience, fostering community engagement and enriching
the cultural fabric of the region.

The Port Townsend Film Festival, in the past, has received Arts Commission funding to support
the Peter Simpson Free Cinema, an integral concept of our yearly event. This year, we have made
changes that build upon the legacy of the Free Cinema while deepening our relationships with film
fans with limited income.
In the past, the Free Cinema was relegated to a separate and sometimes less desirable venue,
away from the rest of the Festival activities. Those attending came and went without any direct
contact with the organization other than our friendly volunteers’ welcome. In 2023, we are
introducing free Six Ticket Bundles to anyone who requests one. This invites those with limited
means into the full festival experience, allowing them to choose exactly the films they want to see,
participate in the Q&As with filmmakers, panel discussions, and film seminars available
throughout the weekend.
These proposed changes reflect our commitment to continuously improving and evolving the
event. By embracing the concept of Free Cinema in a more expansive way, we aim to provide a
richer and more accessible experience for all attendees.

Describe how your project will benefit and consider the diverse population of the greater Port
Townsend community:
Salish Sea Butoh is incredibly honored and thrilled to bring renowned dance artist EUGENIA
VARGAS from Mexico City to Port Townsend, Washington in August of 2022. Vargas is a dance
teacher, choreographer, and performer of great esteem in the world of performance art who
specializes in Butoh, a post-war Japanese avant-garde dance form. Vargas is a PIONEER of
Butoh in LATIN AMERICA and for the last ten years she has organized numerous academic
conferences and Butoh festivals in Mexico and all over the Hispanic world for the next generation
of dancers and artists interested in learning more about Butoh. Salish Sea Butoh is a Port
Townsend-based group that continues to be the only organization consistently bringing
internationally-renowned Butoh artists to the Olympic Peninsula and producing an annual festival
that features both local performers and guest artists from around the world.
This project will benefit the Port Townsend community by bringing diverse, multicultural artistic
programming to audiences in Jefferson County. It will consist of two FREE Live Butoh
performance at North Beach County Park and the Haller/Galatea Fountain in downtown Port
Townsend featuring an intergenerational ensemble of dancers with Live musical accompaniment
by a troupe of multi-instrumentalists. This event is in service of creating meaningful performance
art that celebrates Port Townsend's unique natural landscapes, beaches, and beautiful forests.
BOTH OF THESE PERFORMANCES WILL BE FREE OF CHARGE AND OPEN TO THE PUBLIC.
This multicultural artistic programming helps to adequately represent and celebrate our global
cultural heritage. Diversity cultivates perspective: it's vitally important as a community to
understand and appreciate the diverse, vibrant perspectives of our social, cultural, ecological, and
artistic worlds. This project facilitates richly immersive, multidisciplinary COLLABORATION and
artistic EXCHANGE between Port Townsend artists and a Japanese master artist who has
presented work in every single continent. Projects like these contribute to better community-
building and decision-making, while also introducing new ideas into the social imagination and
increasing creativity and innovation within Port Townsend and the surrounding communities.
ABOUT BUTOH -- A GLOBAL ART FORM:
Butoh, which incorporates elements of Surrealism, Dada, French Existentialism, German
Expressionism, Japanese theater and eastern spiritual thought, was first developed in the late
1950's through experimental collaborations between its founders Tatsumi Hijikata and Kazuo
Ohno. Their work established Butoh as disciplined and rigorous, yet spontaneous and
idiosyncratic, intellectual and experimental, yet grounded in the human body. Despite the recent
origination of this dance form, it has quickly spread throughout Europe, the United States, Latin
America, Asia and Australia, resonating with artists of many genres and appealing to worldwide
audiences while demonstrating that it speaks to something primordial within us.

This event is dependent on acquiring the city's funding to actualize the proposed PUBLIC
PERFORMANCES free to the public. As you will see in the attached budget, I am requesting
financial assistance to pay director/choreographer Eugenia Vargas and the Live musicians a
modest stipend for their artwork. Eugenia Vargas has been so kind to accept my invitation to
perform and present her artistry in Port Townsend. This will be the first time ever that Vargas
presents her work in Port Townsend. With ingenuity and hard work, I have been able to formulate
two site-specific performances, both of which will be free of charge to the Port Townsend
community.
But without the funding of the Port Townsend Arts Commission, I would have to rely on ticket
sales to cover the costs of producing these events, and they would no longer be free to the Port
Townsend community. This would mean excluding broadly low-income populations from these
enriching experiences—including People of Color, young people, and fixed income recipients who
are Disabled or of retirement age.
We also know, from producing and curating Live performances in the context of our ever-changing
pandemic landscape, that hosting events that take place outdoors and in the public parks is a
great way to expand access to the performing arts for those who are immunocompromised or
may have concerns about the risks of public indoor gatherings. This is why we are so excited to
offer both park performances for Port Townsend audiences to engage with the artistry of Butoh.
Lastly, it is important to emphasize that this event put funds back into the local Port Townsend
economy because we are bringing dozens of dancers, musicians and the guest teacher herself to
Port Townsend for rehearsals the week of the performance so they will spend their money
supporting local Port Townsend businesses and restaurants.

This project will target Jefferson County residents AND also bring in visitors from the surrounding
areas. As a Port Townsend-based artistic organization, SALISH SEA BUTOH has a VERY
SUCCESSFUL history of producing well-attended artistic events and performances that are highly
attended and well-received by the community. Last year, we brought world-renowned Japanese
musician Tatsuya Nakatani from Osaka to Port Townsend with the support of the commission.
Both the outdoor and indoor performances were highly successful and attended by over one
hundred people from Port Townsend and all over the Olympic Peninsula. The Port Townsend
Leader featured a glowing announcement of this event in the weekly paper. In addition, this will
be the 3rd annual Salish Sea Butoh Festival that has SUCCESSFULLY occurred in Port Townsend,
which has brought 7 different internationally renowned Butoh teaching artists to the city, and we
have hosted dancers from Port Townsend, Seattle, Portland, and across the country.
We are very proud of our strong reputation for producing inclusive and accessible artistic events
in the Port Townsend and Jefferson County communities. Our projects have garnered much
publicity in the local press and social media which has allowed us to create long-lasting artistic
connections, and has been a way for our local community to find out about the art of Butoh and
participate in the performances (either as audience or collaborators). For this event in August, we
will do what we have successfully done in past years by hitting the ground running, promoting the
performances through the Port Townsend Leader, the Peninsula Daily News, radio advertisements
through KPTZ’s monthly calendar and PSA service, and spreading the word through daily and
weekly Facebook and Instagram updates. We also work closely with Port Townsend residents
and mixed media artists Sandee Johnson, Jessica Plumb, Camille Hildebrandt and David Noble,
who are all locally-based, talented visual artists that have volunteered to design and hang up
promotional material (e.g., posters, flyers, and social media ads) for this project.

As a relatively new community-based theatre company, our core mission is to offer opportunities
for local non-professional actors, designers and directors to create meaningful, relevant, and
engaging live theatre for local audiences. In our inaugural production (Shakespeare’s As You Like
It, August 2022), our cast ranged in age from 16 to 72; over 30 Jefferson County actors, designers
and volunteers were directly involved in the production. Our entire cast and production team were
locals (one actor commuted from Bainbridge).
Our Spring 2023 production of All In the Timing – made possible in part by a grant from PTAC –
further broadened our appeal for Jefferson County audiences, with a contemporary ensemble
cast play performed in an intimate setting, as a contrast to our large summer outdoor
Shakespeare productions. All In the Timing cast – all Jefferson County residents - also had a
broad age range (13-72), and eight of the 18 people in the cast and technical team were under 30,
a demographic rarely well-represented in Port Townsend arts activities.
Our planned production in two venues this summer (Finnriver in Chimacum and Fort Worden State
Park) will help bring live theatre to a more diverse audience in a more accessible, informal setting,
with very affordable ticket prices. Performing in Chimacum offers access to south county
residents, who typically have few opportunities to see live theatre close to home.
For its two previous productions, Saltfire has been able to provide cast, crew and designers with
modest stipend payments out of the proceeds from ticket sales after expenses are paid. Our goal
is to be able to do this again, as part of recognizing the contributions of the working artists that
create community theatre.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
Receiving funding from the Port Townsend Arts Commission will enable Saltfire to obtain
insurance for the production of The Taming of the Shrew and cover the costs of sanitation
services for our audiences and company. We will be performing in Fort Worden for two thirds of
our run and have been able to secure rehearsal and venue accommodations from Fort Worden
Hospitality; within that agreement is Saltfire’s provision of additional sanitation-cans for audience
use, so as not to burden Fort Worden Hospitality’s facilities. Small theater companies often suffer
from cash flow issues early on in the production process, with revenue not coming till the last
third with ticket sales from performances.
We have worked hard to make theater more affordable and accessible to local audiences, and
with outdoor shows, ticket prices are often lower despite production costs being higher. Receiving
this grant from PTAC will allow us to finish this summer production with enough “cushion” to
provide modest seed money for our fall/winter productions, and not end in the hole coming out of
Taming of the Shrew.

The project audience will be primarily Port Townsend & East Jefferson County Residents.
Marketing and outreach will be local, using local community outreach resources such as

Hospitality will also be promoting the event to their conference attendees and guests, expanding
our visibility to visitors to the area.

By forming a local imprint, and cultivating local works of literature of all genres, Meeting-Place
Chapbooks hopes to increase the volume on our literary community, as well to all writers/artists
to communicate with their readers in a sincere, complicated, yet attainable and approachable
way. Meeting-Place Chapbooks will be creating art and facilitating the fruition of that art in
conversation with with others. It is hard to for me to speak less enthusiastically about this project:
as I seem to truly believe that literature experienced in the flesh at a local level can shape the
course of our future, and create a real robust, tilthy sense of meaning in our lives.

This financial support would all Meeting-Place Chapbooks to bring roughly 4 more editions into
print. (see budget) Doubling the capacity of our small imprint. There is a wonderful groundswell of
support in town for the literary arts at this moment and these chapbooks could be an essential
way to support the local community of artists/writers.
While I requested $2500, please note that any amount funding is deeply appreciated and will go
directly into the cultivation/creation of new chapbooks.
The goal is to have over 10 editions in print at any one time. However this goal is a long ways off.

Thank you for the work you do to add lasting value to our community. As we keep delivering on
our 2023 strategic workplan and the services our community depends on, we are beginning to
consider r 2024. The City Council, City Manager and City Department
Directors will be holding a workplan retreat on July 10, 2023, to begin our conversation about
those priorities, and, later in the year, to craft and decide on an accompanying 2024 budget.
As a valued community leader and volunteer, I invite you and your advisory board to help us
understand what you believe our most important priorities should be for 2024. Ultimately, we
will all be working together to deliver on that workplan including through your advisory
e are eager to include your perspectives and to find common alignment in

consider and discuss details. Councilmember and City staff liaisons will work with you to place
this item on your next board agenda as a starting point. Please feel free to reach out to them
with any questions between now and then.

Prior to the July 10 retreat, I, my fellow Councilmembers, and City staff will read and consider
your thoughts. It is not a promise that we will advance each suggestion, but given the important
and valued role you play, we will weigh your ideas very seriously and with sincere appreciation.

Re: RACCOON LODGE-ADDITIONAL INFORMATION AS REQUESTED
At our meeting on April 14, 2023, the Port Townsend Arts Commission requested
additional information relating to the small covering Mr. Mason proposes to add to the
Raccoon Lodge, to protect the interior from rain and the elements.
Please find a schematic of the proposed covering here. The covering would be
constructed of recycled materials consistent with the cedar used in theexisting art piece.
