BIFFLE REGARDING THE PURCHASE OF LAND IN THE CITY AND AUTHORIZING
THE FINANCE DIRECTOR TO ISSUE WARRANTS FOR THE PURCHASE OF THE LAND
IN ACCORDANCE WITH THE AGREEMENT
Whereas,
The City will be constructing certain pedestrian
improvements along the East side of Sheridan Street with
the assistance of a grant from the state of Washington;
and
Whereas,
A portion of the pedestrian improvements will be
constructed through an area where the plat of Eisenbeis
Addition and the plat of Weymouth and Dyer Addition come
together resulting in a misalignment of the rights of way
dedicated in the two plats and used for Sheridan Street;
and
Whereas,
In order to align the pedestrian improvements along the
East side of Sheridan Street it is necessary for the City
to acquire the most Westerly portion of a lot owned by
Robin Biffle within the plat of Weymouth and Dyer
Addition abutting the South boundary of the right of way
for 23rd Street dedicated in said plat; and
Whereas,
Robin Biffle has agreed to sell to the City the land
needed in connection with the pedestrian improvements for
a negotiated price of $3,264, which is consistent with an
analysis of real estate market data conducted for the
City in lieu of an appraisal, as permitted by applicable
state law and regulations,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign an agreement with Robin Biffle
regarding the purchase of a portion of the West half of Block
3,Weymouth and Dyer Addition, as per plat recorded in Volume 1 of
Plats, page 69, records of Jefferson County, Washington,as
specifically described in said agreement, for the price of $3,264;
and
BE IT FURTHER RESOLVED that the Finance Director is authorized to
issue the warrants necessary to complete the purchase of the land
in accordance with said agreement.
Adopted by the City Council of the City of Port Townsend and signed
by the Mayor this 3rd day of August, 1998.
