L Welcome, Introduction & Call to Order: Chair Debbie Jahnke
Good afternoon and welcome to this meeting of the Port Townsend Parks, Recreation, Trees &
Trails Advisory Board. The role of this Board is to assist City staff and to advise the City Council
on legislative matters concerning parks, recreation, trees and trails.
This meeting is open to the public at the City Council Chambers, virtually via this web format,
and is also being video recorded for those who could not attend the meeting today and for
future reference. Given that this meeting is in virtual format, we ask that the board members
raise their hands to be called on by the Chair. The public can do the same to comment during
the public comment periods. We take public comment at the beginning and end of the meeting.
II. Roll Call: Debbie Jahnke, Russell Hill, Jim Todd, Pamela Adams and Jennifer Rotermund
present. Becci Kimball and Matt Miner absent and excused (Matt attempted but was unable to
access the video or phone link option). Staff present: Carrie Hite and Michael Todd. Steve King
arrived partway through the meeting.
III. Approval of Agenda: request to postpone Work Plan discussion until February meeting, request
to discuss 'parking lot' if time allows; approved by consensus.
IV. Approval of November 22, 2022 Minutes: approved by consensus.
V. Public Comment (3 minutes per person/agenda items only) Public comments received via
prtab cityofpt.us :one email public comment received regarding windmill palms (Trachycarpus
fortunei) as an appropriate street tree species, PRTTAB will be addressing street and park tree lists
in the future and will address this species at that time, noting that the current literature and the
Global Invasive Species Database (http://www.iucngisd.org) list it as invasive.
VI. Old Business (60 Min)
A. Golf Course Update (Carrie Hite) - Results of public engagement: Carrie provided an overview of the live
and virtual open houses and online surveys. Almost 300 attendees in person, 83 virtual attendees
and more than 400 online surveys completed by 16 January 2023 (many more received
before deadline but not yet tabulated). Open house attendees were supportive of golf, habitat
including the Prairie, walking/biking trails with multiple other choices splitting remaining votes;
76% of online surveys support alternate uses, or a hybrid of uses, for the golf course
property. Support for the pool dominated Mountain View votes, with playgrounds, pickleball,
dog park secondary and remaining choices splitting the vote. Combining Golf Course and
Mountain View amenities for current use support - golf, driving range and pro shop ranked
highest for golf course property, while pool, dog park and pickleball were most used at
Mountain View.
B. Skatepark Update (Carrie Hite and Guest, Samantha Grace) — Information sharing by Samantha
included around 1500 signatures collected to support MUSCO lighting at the skate park.
Carrie indicated that a proposal to TMobile for their Neighborhood Grants fund had been
submitted to cover approximately half of the estimated cost and gofundme donations will be
sought for the remaining cost, estimated currently at around $100K. Russell inquired about
contacting MUSCO about re -use of equipment that is routinely replaced at the airport.
C. Park Rules Update (Carrie Hite): Administrative rules draft and proposed amendments to municipal code
were presented for board input. Changes were discussed around wording for clarification of leash law,
vehicle use in parks, park usage hours, fire safety, and adding language to limit wildlife impacts at Kah Tai
by noting that lagoon access to domestic animals and humans is prohibited. Steve recommended that
testing to be done to validate concerns about perceived speed.
D. Street ends — memorial bench map and signs mockup (Michael Todd): Michael presented draft signage
for view points, no camping and leash law. All signage was recommended with some suggested
modifications by the board. Michael presented proposed locations for more memorial benches including
Gateway Park, Pierce street end at Washington, Gise Street end at North Beach, overlook at Clay &
Monroe and at the Plaza in front of the Visitors Center.
VII. New Business (10 min)
A. 2023 Work Plan (Steve King) — Postponed until February meeting.
VIII. Staff update — (Steve King, Carrie Hite, & Michael Todd) -10 minutes
A. Pool Report: hold for next meeting
B. Maintenance Update: Michael noted that the new Kubota from ARPA funds has been
delivered, it has a snowplow and a sander so it will be very helpful, including for clearing
sidewalks of snow.
C. Banked Capacity Projects Update: Contract for Bishop Play Park playground equipment has
been approved, now working on permits.
D. 1 % for the Arts Update: Steve noted that projects are being evaluated to determine which ones
are eligible for the 1 % rule and make sure the rule is being followed.
E. ADA Transition Plan: Steve indicated that in response to a federal mandate, the effort
includes two steps: 1) confirming continuity of accessibility rather than piecemeal
projects that do not connect and 2) updating the Nonmotorized Plan to address the
mandate.
IX. Next Regularly Scheduled Meeting: February 28, 2023. Russell asked to include a Sims Way update
next meeting and Jennifer asked that we include a philosophical discussion about the board's role given the
coming possibility of state legalization of entheogens and how that may relate to park issues such as foraging in
our parks.
