RESOLUTION NO. 23-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH FCS GROUP FOR UTILITY EXCISE TAX REPORTING
and,
REVIEW IN AN AMOUNT NOT TO EXCEED $23,690
WHEREAS, the City of Port Townsend last reviewed utility excise tax reporting in 2018;
WHEREAS, proper reporting is an essential component of utility rate studies; and,
WHEREAS, the cost of the reporting review will be divided between the water, sewer, and
stormwater utilities; and
WHEREAS, the sewer utility will require additional analysis due to the separate tax rates for
septage processed at the treatment plant and the septage transmitted in the sewer lines; and
WHEREAS, the agreement will also include services related to correcting any errors with
the Washington State Department of Revenue;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend to authorize the City Manager to execute an agreement with FCS Group for utility
excise tax reporting review in an amount not to exceed $23,690.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 3`d day of April 2023.
