RESOLUTION NO. 23-021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE AN ECONOMIC
DEVELOPMENT INTERLOCAL AGREEMENT WITH JEFFERSON COUNTY, THE
PORT OF PORT TOWNSEND, JEFFERSON COUNTY PUBLIC UTILITY DISTRICT
NO. 1, AND ECONOMIC DEVELOPMENT COUNCIL TEAM JEFFERSON
WHEREAS, economic is fundamental to sustaining the City's ability to provide services
and infrastructure to residents, and a resourced, coordinated, proactive, strategic, and effective
economic development office benefits all the local governments and the community at large; and
WHEREAS, Economic Development Council Team Jefferson is the Jefferson County's
Associated Economic Development Organization and as such receives funding from the State of
Washington; and
WHEREAS, the City of Port Townsend, Jefferson County, the Jefferson County Public
Utility District No. 1, and the Part of Port Townsend have supported Economic Development
Council Team Jefferson, through financial and policy contributions since signing the 2021
Interlocal Agreement (ILA); and
WHEREAS, the financial contributions of each of the parties have been modified since the
2021 ILA thus requiring a new agreement; and
WHEREAS, Economic Development Council "Team Jefferson has agreed to metrics to
measure the success of their economic development services, to amend their bylaws to include
representatives of all the parties and to regular communication to each of the governmental
agencies;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, the City Manager is authorized to execute an economic development
interlocal agreement with Jefferson County, the Port of Port Townsend, Jefferson County Public
Utility District No. 1, and Economic Development Council Team Jefferson.
ADOPTED by the City Council of Port Towns '1, Washington, at a regular meeting
thereof, held this 201" day of March 2023.
