RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH ERIC TOEWS
& ASSOCIATES, TO PROVIDE LAND USE PLANNING SERVICES ON AN
INTERIM BASIS
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, the City's BCD Director terminated his employment with the City, effective
November 1, 1998; and
WHEREAS, in anticipation of the BCD Director's departure, the City requested Eric Toews to
provide land use planning servicos on an interim basis, until the City retains a new BCD Director. The City
is in the midst of its annual Comprehensive Plan amendment process, and is participating and commenting
upon the Jefferson County planning process concerning the potential Glen Cove Urban Growth Area and land
use designations in the Tri-Area. These planning activities had been handled by the BCD Director, and require
a high degree of planning expertise to best serve the citizens of Port Townsend; and
WHEREAS, Eric Toews is a former City of Port Townsend Planner, and possesses substantial
expertise and competence in the activities described in the attached Agreement. Erie Toews is available to
assist the City with these activities pending hiring of a new BCD Director. At present, the City lacks in-house
staff to successfully conduct and complete these activities; and
WHEREAS, Erie Toews ~ providing planning services pursuant to a Professional Services
Agreement, attached hereto, including EXHIBIT A and EXHIBIT B, incorporated by this reference, with cost
to the City not to exceed $15,000; and
WHEREAS, the City Council has appropriated sufficient funds for the services described in the
attached Agreement,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port Townsend that
the Professional Services Agreement between the City and Eric Toews & Associates, attached hereto,
including EXHIBIT A and EXHIBIT B, is approved, with effective date retroactive to October 12, 1998. The
Mayor is authorized to sign the Agreement in substantially the form attached hereto.
