JOB SUMMARY
Under general supervision from the City Engineer, this position is responsible for development and
implementation of Public Works projects and the stewardship of city infrastructure working towards a
sustainable future. This position supervises engineering division staff. The application of civil engineering
principles and practices in the preparation of plans, specifications and estimates related to the design,
construction and maintenance of these projects provides the core basis for this work.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Implementation of public works capital projects including project planning, scheduling, cost
estimating, public participation programs, preparation of design plans and specifications,
construction related activities; and other aspects of public works projects
Works with consultants performing planning and design work for the City
Performs permitting work associated with projects and maintenance activities
Prepares and update utility master plan documents
Prepare plans and specifications for small works projects
Assist in prioritizing projects and in implementation of the City's CIP
Prepare reports as required for state and federal aid projects
Participate in state and federal audits, as needed
Attend City Council, City Planning Commission and other public meetings, as requested.
Assists in the development of grant applications
Assist city crews and other city staff by providing engineering expertise and regulatory guidance in the
operation, maintenance and repair activities for the city's infrastructure.
Prepare written and verbal reports
Research citizen complaints and concerns relating to Public Works activities and answer technical
questions and provide information to the public
Review development projects for consistency with public works standards and compliance with
codes and regulations
Assist in reviewing and updating the City’s codes, regulations and design details as they relate to
infrastructure
Provide technical assistance and consult with other departments regarding engineering functions and
utilities

Participates in the engineering team to maximize efficiency and effectiveness
Provides support of other divisions and departments during emergencies
Assists with establishing and implementing appropriate safety programs for staff and equipment

Illustrates capacity to utilize AutoCAD for design work (may allow for exceptions for management
positions)
Perform engineering design with the supervision of a registered engineer
Show proficiency in permit processing software
Ability to implement purchasing policies and budget monitoring
Basic knowledge of land surveying applications and principles
Ability to facilitate meetings in virtual or in person format
Ability to work effectively with other governmental and non‐profit agencies
Ability to design and maintain forms, brochures and handouts
Ability to prepare for and participate in public meetings
Ability to read an interpret engineering plans
Perform development review under the supervision of a registered engineer
Ability to inspect and perform material acceptance of heavy civil construction projects
Ability to work with and coordinate with peers in related fields such as designers, architects,
contractors, and engineers
Ability to develop reports and provide dashboard type reporting
Group C Competencies (licensed engineer – practice in areas of expertise associated with
experience and licensure requirements)

judgement based on research and/or field studies.

Ability to development and implement engineering standards, policies, and procedures

Ability to perform contract management for small capital projects at a complexity fitting with experience
levels

Ability to lead public presentations and communicate engineering analysis and designs in layperson

Demonstrates compliance with the WSDOT Local Agencies Guidelines Manual for transportation
projects and generally uses it as a guide for all engineering projects

Leads implementation of funding programs for infrastructure such as Local Improvement Districts
Develops and assists in the management of utility rates

Presents clearly complex issues to decision makers and in public meetings
Leads 1:1 meetings with engineering team members

QUALIFICATIONS
Required
Licensed engineer in the State of Washington or the ability to obtain a license within 6 months of hire
Graduation from college with a degree in civil engineering or closely related field
A minimum of 6 years of experience as a practicing licensed engineer, 4 years of which is in a
management role
2 years of experience working in a municipal engineering environment
Valid Washington State Driver’s license
Preferred
Master of Science Degree in a related field
10 years of experience practicing as a licensed engineer, 6 of which is in a management role and
municipal engineering position or as a consultant for governmental agencies
WORKING CONDITIONS
This position requires being in the office the majority of the time with occasional work outdoors during all
types of weather; office work will require working at a desk for extended periods of time behind a computer
and attending meetings; occasional in‐person night meetings will be required; outdoor work may include
field investigations, inspection, and observation of construction; occasional remote work may be allowed
per city policy and approval of the supervisor; vision and hearing at level required to perform essential
functions (may be corrected); and a full range of motor skills.
