RESOLUTION NO. 22-044
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH SCJ ALLIANCE IN AN AMOUNT NOT TO EXCEED $40,047 FOR
HOUSING CODE UPDATES
WHEREAS, the City's 2023 workplan include zoning code changes that will encourage
affordable, dense, and quality infill development; and
WHEREAS, the 2023 budget includes professional services funding to propose zoning
code amendments that will accomplish the 2023 workplan goals; and
WHEREAS, the Washington State Growth Management Act contains provisions that limit
appeals of City ordinances and development regulations that are implement prior to April 1, 2023
and that increase residential building capacity through various means; and
WHEREAS, the City seeks to implement such regulations prior to April 1, 2023; and
WHEREAS, the City solicited firms that could assist with completing the work by April 1,
2023 and staff selected SCJ Alliance due to their public engagement process and qualifications;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, that the City Manager is authorized to execute an agreement with SCJ
Alliance in an amount not to exceed $40,047 for housing code updates.
ADOPTED by the City Council of Port Townsend, Washington, at a special business
meeting thereof, held this 14th day of November 2022,
