HomeMy WebLinkAbout080822CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF AUGUST 8, 2022 CALL TO ORDER/ROLL CALL Council members present at roll call were Aislinn Diamanti, David Faber, Amy Howard, Monica MickHager, Owen Rowe, Ben Thomas, and Libby Wennstrom. Staff members present were Public Works Director Steve King, Planning and Community Development Director Emma Bolin, Director of Finance and Technology Services Connie Anderson and City Attorney Heidi Greenwood. DISCUSSION ITEM, Options for the Cherry Street House and Property Public Comment: No public comment was made. Mr. Mauro introduced the Options for the Cherry Street House and Property presentation which included Presentation Objective, Desired Outcome, and Background. Public Works Director Steve King, Planning and Community Development Director Emma Bolin and Director of Finance and Technology Services Connie Anderson presented the Current Property Condition, Current Property Considerations, Current Property Configuration, Property Development Requirements, Present Day Financials, Approximate Cost Factors, Range of Options, Options Table, Trade -Offs. Mr. King explained the staff recommendation is Option D: Sell on market as -is, no restrictions. In response to Council's clarifying questions Mr. Mauro confirmed the $2.16 million estimate is for the 8 -unit configuration. Ms. Anderson explained they would need to check with bond council no matter what was done with proceeds. Ms. Greenwood explained there would be an amendment of bond ordinance because they are taxable bonds, she shared there is a little more flexibility than with non-taxable bonds. In addition, she explained it does not affect bond holders. Mr. King explained traditional affordable housing funds are not currently available for 120% but shared that may change. Ms. Bolin explained a short plat is a division of land and will have to research if there is a code in place to protect on a PUD development enforcing it to have low-income affordable housing/workforce housing. Mr. Mauro and Mr. King explained the importance of having the additional proceeds, grant matching, and resources for sustainability of Evans Vista. Mr. Mauro shared he would have to look into whether the bond funds have to be used for Affordable Housing initiatives or if it ADJOURN There being no further business, the meeting was adjourned at 8-.22pm.
