Dixie Llewellin, Principal Biologist 856 50th Street Port Townsend, WA 98368 360 385-6432 dixie@cablespeed.com November 3, 2018 P O Box 114 Biological Assessment t468 Tremont Street Parcel 936 300 605 52 T3ON RlW Port Townsend, WA 98368 History and Project Proposal At the request of Linda Boyd, Dixie Llewellin, Olympic Wetland Resources, LLC (OWR) assessed existing environmental conditions at 1468 Tremont Street for future development. On October 15, 2018 the parcel was examined and the distance to the approximate wetland edge was measured. Methodology used with this assessment includes the updated Port Townsend Critical Areas Ordinances (19.05.110 Critical area 5 * Wetlands) and the Department of Ecology Washington State Wetland Rating System for Western Washington. (Pub no. 14-06-029). A small degraded wetland was excavated and enhanced for a regional stormwater retention site known as Froggy Bottoms. Polaris Engineering and OWR conducted the original delineation and assessment in 1997198. The wetland rated as a Category III Wetland with 50 foot buffers. Site Location (Figure 1) and the original 1997 wetland delineation (Figure2) are included at the end of this letter. Several updates in the rating system and City of Port Townsend Critical Area code will now apply to all building permits. All building sites adjacent to critical areas require 10,000 sqft, therefore the remaining 2 lots will only support one homesite. The site was excavated by the City of Port Townsend and revegetated in 1998 through 2001 following the protocol outlined in the Wetland Revegetation, Monitoring, and Maintenance Plan (OWR 1998). Hundreds of trees, shrubs, and herbaceous species were planted and monitored for survival by OWR from 1998 through 2004. The restoration has been successful and is dominated by healthy structural layers of trees and shrubs creating habitat for diverse wildlife and bird species. Goals and Findings The goal for this project is to divide a single parcel 963 300 605 (Lots 13 through 16) into 2 separate parcels. Currenfly there is an older home on Lots 15 and 16. The remaining lots 13 and 14 consist of an open field with fruit trees on the eastem boundary. The northem boundary measures approximately 144 feet upslope slightly from the wetland edge. The potential building envelope for a home would be approximately 181 feet from the wetland edge. Location: 1468 Tremont Street, Port Townsend, WA, Jefferson Countyo Zoned Rural Residential RR-ll-sqft, WRIA 17 Sub-basin 2014 Quimper Peninsula Priority Habitat and Species Assessment Washington Department of Fish and Wildlife Priority Habitat and Species were evaluated within l/3 of a mile of this parcel. A11 threatened or endangered plant or animal species were recorded and if possible surveyed during the October 2018 assessment. The only listing is Freshwater Emergent Wetlands nearthis parcel. Many species of birds and wildlife have been documented onthe site. Categorization of Critical Areas and Buffer Requirements Using the current DOE rating system, the wetland will qualify as a Category II wetland with 150' buffers as indicated on 19.05.11.110 (A) for High Intensity Land Use (more than I dwelling unit per acre). Summary This letter is an initial assessment for parcel division and future development. The development project should be evaluated for special land use near a sensitive area due to the City of Port Townsend excavation, enhancements, and revegetation for a stormwater retentions site. The enhancement, known as Froggy Bottoms now has excellent habitat value resulting in a considerably higher rating than the original small pond that once existed in an open pasture. A proposed single family residence would be upslope and approximately 180 feet from the wetland edge. This project is in concert with the surrounding neighborhood and if Best Management Practices are followed during and after construction there will be no adverse impacts to this enhanced wetland. Limitations The final authority over approval of this biological assessment will be the city of Port Townsend Development Services Department. Jurisdictional authority over wetlands falls within the local, state, and federal agencies. If there are further questions or planning requirements for this project, please do not hesitate to call.
