HomeMy WebLinkAbout99-003RESOLUTION NO. 99- A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH DANIEL WILLIAM HOLMES REGARDING THE PURCHASE OF LAND IN THE CITY AND AUTHORIZING THE FINANCE DIRECTOR TO ISSUE WARRANTS FOR THE PURCHASE OF THE LAND IN ACCORDANCE WITH THE AGREEMENT Whe~e~s, Whe~e~s, Whereas, Whereas, Whereas, The City of Port Townsend Comprehensive Plan adopted by Ordinance No. 2539 sets forth goals and policies regarding the acquisition of public open space and trails; and One of the City's public open spaces in the Gateway Corridor is a natural area and drainage corridor within the plat of Bishop Park Addition adjacent to Highway 19 / Sims Way; and The Bishop Park natural area is accessed by means of a trail system connected to the rights of way for Parkside Drive, Sunrise Place and Logan Street either directly or by means of dedicated easements; and The City of Port Townsend Non-Motorized Transportation Plan identified the trail system associated with the Bishop Park natural area and the abutting undeveloped Logan Street right of way as worthy of preservation and maintenance for non-motorized uses; and The draft of the City of Port Townsend Parks, Recreation & Open Space Functional Plan that has been reviewed and approved by the City Parks and Recreation Commission and the City Planning Commission recommends the creation of ~pocket parks" to serve neighborhoods and commercial areas; and In 1990 the City purchased Lots 45 and 46 of Bishop Park and the acquisition of Lot 44 would preserve all of the westerly portion of the Bishop Park natural area and drainage corridor as undeveloped open space suitable for enhancement as a pocket park and trail system in the Gateway commercial district adjacent to the multi-family zone abutting the Port Townsend Business Park; and Daniel William Holmes has offered to sell Lot 44 of Bishop Park to the City for a price of $10,000, which is consistent with the value of comparable properties according to an analysis of market data and the records of the Jefferson County Assessor, N 0 W T H E R E F 0 R E BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that it authorizes the Mayor to sign an agreement with Daniel William Holmes regarding the purchase of Lot 44 of Bishop Park, as per plat recorded in Volume 6 of Plats, page 68, records of Jefferson County, Washington, which is a replat of Volume 5 of Plats, page 1, records of Jefferson County, Washington, for the price of $10,000; and BE IT FURTHER RESOLVED that the Finance Director is authorized to issue the warrants necessary to complete the purchase of the land in accordance with said agreement. Adopted by the City Council of the City of Port Townsend and signed by the Mayor this 4th day of January, 1999.
