A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
DECLARING GREENTREE COMMUNICATIONS COMPANY THE SOLE SOURCE
PROVIDER OF PORTABLE RADIOS WITH AVS VOICE SCRAMBLE BOARDS AND
SCRAMBLE BOARDS FOR MOBILE UNITS FOR THE PORT TOWNSEND POLICE
DEPARTMENT HEREBY AUTHORIZING THE PURCHASE OF THIS EQUIPMENT
WITHOUT CALLING FOR BIDS.
WHEREAS, Greentree Communications Company supplies Jefferson County Sheriff
Department with AVS Scramble Boards; and
WHEREAS, For security reasons Greentree Communications Company is the sole source
provider with the code for the Scramble Boards; and
WHEREAS, The radios must be compatible with the Jefferson County Sheriff and Jefferson
County Dispatch Center; and
WHEREAS, RCW 35.23.352(9) authorizes sole source purchasing without calling for bids; and
WHEREAS, The statute requires a resolution by Council declaring an exemption from bidding
under the sole source provision,
N O W T H E R E F O R E
Be It Resolved that the City Council of the City of Port Townsend declares Greentree
Communications Company the sole source provider for Portable Radios with AVS Scramble
Boards and authorizes the Mayor to sign a purchase agreement, in substantially the same form as
attached, for fifteen Portable Radios with AVS Scramble Boards, Fourteen (14) Scramble
Boards for Mobile Units and Three (3) Mobile Unit Replacements without calling for bids.
ADOPTED by the City Council of the City of Port Townsend, and signed by the Mayor this 1st
day of February, 1999.
