HomeMy WebLinkAbout99-022RESOLUTION NO. ~ q - c~ Z Z A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON PRESCRIBING STEPS TO IMPROVE THE EXISTING POLICE STATION FACILITY AND REDIRECTING A PROCESS TO SOLVE THE CITY'S LONG TERM CAPITAL FACILITIES NEED WHEREAS, The Public Facilities Advisory Committee's Report to the City Council of June 13, 1997 have concluded that several City facilities were inadequate to meet the needs of important City operations; and WHEREAS, The City has attempted to meet those needs by negotiating leases and/or repair / remodel projects thus improving the operating facilities of Public Works, Finance, Building & Community Development, Library and Fire Department operations; and WHEREAS, Both the existing Police Station and City Hall still remain in urgent need of similar repair and/or remodel; and WHEREAS, The Public Safety Committee of the City Council has reported that the Police Station must be considered an emergency priority for immediate, short term and minimal repair / remodel in order to sustain emergency public safety services until a longer term facility plan can be fully implemented. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: SECTION 1. The City Manager is hereby authorized to proceed with the necessary Police Station repair options listed as "mission critical" and "necessary" in presentation to the City Council this date and attached hereto as Exhibit A to total project cost not exceeding $70,000 without further Council approval. SECTION 2. The project shall be carded out according to appropriate purchasing / contracting requirements of the State of Washington and City of Port Townsend purchasing policies with consultation and/or authorizations presented to the City Council for approval at the appropriate junctures. SECTION 3. The City Manager shall present to the City Council such interim financing options and instruments as are appropriate to supply the short term Police Station project requirements. The City Manager shall prepare for sale, a Councilmanic General Obligation Bond in an amount sufficient to retire the outstanding Equipment Rental Fund interfund loans which have been used for facility improvements to the Library and Fire Station, and the aforementioned Police Station improvements as well as any City Hall improvements which may be authorized by City Council prior to the marketing of such Councilmanic General Obligation Bond. SECTION 4. It is the intention of the City Council to impanel a City facilities task force to revisit the long range City facilities needs and recommend a long range capital facilities plan which has a broad public acceptance and support including a preferred method of financing for each option. MISSION CRITICAL: To prevent L&I complaints and possible findings Ventilation of evidence handling areas Bathroom repairs (not ADA compliant) Public Restroom floor repair Lighting covers in workspace areas NECESSARY: To prevent personnel turnover Carpeting or vinyl floor covering Paint walls and ceilings Additional Air conditioning (wiring changes) Replace office fumiture (space efficient) LABOR SAVING: To improve morale and productivity Add space by moving walls and doors Create new office space and interview rooms Improve work flow by assigning office space with reporting relationships in mind Improve security of front office and back entrance NOTE: Public restrooms should be removed for security reasons Essential facilities may be triggered by moving into garage area Garage area is unheated, may contain hazardous substances and leaks
