Appearance of Fairness: James Manier disclosed that he owns a building on the section of Water Street discussed in HPC16-025. Staff confirmed that there was no conflict of interest. HPC16-023 Porch Enclosure: Lynne Stryker presented her application to enclose the front porch of her Lawrence Street house. George Randels gave public comment expressing concern about setting a precedent if approved by the Committee. The Committee unanimously approved the application with the use of cladding other than vinyl and the caveat that this decision is for secondary houses only, not primary houses. HPC 15-028 Clapp Building: Jan Hopfenbeck and Richard Hiner gave an update on the rehabilitation project and sought the Committee’s approval on windows, paint colors, and balcony materials. The review request had included waterwalk decking, but the applicants are still researching materials. It was determined that approval is not necessary for the paint colors, as they all come from the City’s palette. George Randels gave public comment to recommend making the new windows appear more vertical. The Committee unanimously approved the following: 1) Clad windows on all facades of the annex and Clapp Building with the exception of the front façade; 2) Galvanized diamond plate steel on balconies and railings on the south façade and light wells on the east façade; 3) Potential demolition of the annex if sought by applicants; 4) Transom windows above the entry to the annex with vertical mullion in between; and 5) Corrugated metal roofing (left natural gray) over the balconies. There was general agreement with the concept of developing the right-of-way consistent with the Shoreline Master Program. HPC16-025 Water Street Overlay Project: Assistant City Engineer Samantha Trone presented the City’s application for streetscape improvements that would potentially be made in conjunction with the Water Street repaving project. George Randels gave public comment to recommend against curb extensions and the proposed boulevard-style design near Quimper Mercantile. The Committee unanimously approved the following: 1) Sidewalk widening (except for bulbouts), scoring pattern, and curbcuts to be ADA compliant; 2) Rain gardens and tree replacements; 3) Street lights; 4) Truncated domes; Topic Motions/Recommendation/Action 5) Modification to bus pull out areas; 6) Transformer locations and undergrounding of power; 7) Seat wall concept; and 8) Exploring different surface treatments for Tyler Street south of Water with a recommendation that parking be excluded (or emphasis on pedestrian use). The Committee voted unanimously to deny the proposed center median on Water Street. The Committee recommended moving forward with the use of curb extensions by a vote of 3 to 1. Next Meeting: October 4, 2016 at 3:00 p.m. Adjourn: The meeting was adjourned at 6:14 p.m. 250 Madison Street, Suite 3 | Port Townsend, WA 98368 I 360.379.5CI95 | www.cityofpt.us. rulfn*n DEVELOPMENT SERVICES HISTORIC DESIGN REVIEW Of Proposal(s) Within the National Historic Landm".[BCUO* (hu/ Llhr"*; All applicants and property owners must sign the application below to signify agreement with the proposed application. Not worth it What are you people smoking???? PARKING lS ALREADY INSANE, why would you want to permanently discrlminate agalnst stores?? These structures are NO LONGER NEEDED and are adding to an already totally impossible parklng mess ln town. Please show some respect for business owners besldes localwealthy magnates and restaurants. The Streeteries have been largely unheated, unused and unmaintained. Meanwhile customers are fed up trylng to fimd parklng, I hear about it ln my store all day long, lf anyone has not noticed, many visitors and locals allke are EI-DERLY. They cannot be expected to zip around on blkes or hike several blocks just to find a place to put the car. lt's total lnsanity to create permanent monuments to local disfunction llke thls, for crying out loud. Having these empty tents blocking parking until May is BAD ENOUGH. Somebody please come to your senses!!l This utter NONSENSE below about each streetery taking up "two spaces" is just a liell ldo not llke eating in a street. AND it reminds me of Covld, I would support widening the sidewalks so there is room for tables'like Old Whiskey Mill. I DO like eating outside, on We need more parking. I am not disabled but need to use a car. I don't go downtown unless I have to because parking is so limlted. I am 76 and can't bike or walk a lot. Yes and no - the continual removal of parking downtown over the years ls an lssue. I would like to see more outdoor dinlng, but not at the The streeteries need to go. They take up valuable parklng spots for other buslnesses. That is valuable real estate. Are the 13 oxpense of loslng more parking. lf the only way to do this is to lose 2 parklng places per restaurant, I would encourage you to look at other options. lt's especially tricky when you tell a street full of restaurants that the number of streeteries are limited. How do you choose who gets to provide outdoor dining? restaurants paylng for thar Square footage or have they been using it for free? I know everyone is struggling, but other businesses need those parking spots for customers. Besides, they look terrible and rickety. For all the papenrvork and approval process buslnesses experience Just to get colors for slgns and facades to ensure port townsend looks historic and Vlctorian, lt makes no senso that these ramshackle sheds get to stay up agalnst that standard. I know we are all looking for vlable solutlons and these were a temporary measure. I do hope they helped those restaurants during a ditficult time, but we need those parking spots back. This proqram should also include food trucks. We need parking Yes for streateries; no for parklets. ln my opinion, we already have adequate park space downtown and Uptown and there ls a question about who would be responsible for parklet maintenance. However, it seems we do not have permanent adequate outdoor eating facilities, and maintenance by restaurants can be required as part of the permitting process. There's never been enough parking, and these Just cut in to the mix so much! Not fun for the seruers, either. lt was great during the pandemic Maybe. I think they should look nice and should be comfortable. Some of the ones on Taylor st and water st were created quickly. lt would be nice to continue to siV eat outdoors and gives the restaurant more room to seat people. However, on Taylor st, There is no longer the option of eating lndoors and it's often so crowded to try to walk down the street there now in the summertime. Alchemy has a good space for on the side next to the fountain. That to me is a good example of how outdoor seatino should look,,but enouqh. Get back to normal! You have a shortage of parking in the downtown now. Wlth the easlng of Covid restrictions it will only get worss. lf you want to killthe downtown take away more parking. Visitors come by car to Port Townsend. The other option you have is to build a multistory parking garage downtown. Most people and our tourists are still car-centric, and Port Townsend is currently trying not to be a car-centric friendly communitv.Disabled The oractice ls unfairlv biased to restaurants I believe it ls helpfulto eateries to have a small outdoor section on the sldewalk. Team Approach The Streateries program proved to be a successful response to the pandemic emergency. Many thanks to the community partners to make this a success. ◦City of Port Townsend Businesses and Residents ◦PT Main Street ◦City Council ◦City Manager ◦City Police Dept. ◦City Engineering ◦City Streets Operations 3/30/2022 2 Objective: Provide legislative advice and recommendation to the City Council Should streateries and parklets be part of a long-term program? If Streateries are approved by the City Council, what are HPC’s recommendation for aesthetics? What Secretary of Interior standards apply for the historic district? How many streateries and parklets should be allowed in Downtown? Uptown? 3/30/2022 3 Background What is a Streatery and a Parklet? 3/30/2022 4 Parklets and Streateries are a relatively new type of public space allowing for an economical and creative solution to the desire for wider sidewalks. They serve as mini-parks and sidewalk cafés where people can sit, relax, and enjoy the city environment around them especially where sidewalks are narrow. Parklets and Streateries are intended to be aesthetic improvements to the streetscape.Designs must keep that in mind ensuring that materials are of high quality, durable, and beautiful, complimenting these same qualities in Historic Port Townsend.Green elements such as flowers are important to this beautification principle. Edmonds Example Background Difference Between Streatery and a Parklet? 3/30/2022 5 Parklets are spaces in which parking stalls are converted to support public outdoor enjoyment of the surrounding urban landscape.Parklets are usually equipped with greenery and seating.Parklets may be initiated through coordination with the City in cooperation with adjoining businesses.Parklets are open the public at all times. Streateries are spaces used specifically to support an adjoining restaurant. A streatery can be controlled as an exclusive space for the restaurant during business hours. Streateries must remain open to the public after hours. Streateries are similar to sidewalk cafes except they occupy parking spaces instead of the sidewalk. Streateries are initiated by the adjoining property owner and authorized through a permit by the City. Feedback Received in the Past by PT Main Street Surveys? Now Asking the Public for More Feedback 3/30/2022 CITY COUNCIL WORK SESSION 14 Key takeaways from two surveys: •Approx. 70% support •Need for improved aesthetics •Concern between retailers and restauranteurs •Generally, the public is in favor and many businesses against due to loss of parking •Concern over long term impacts to parking in addition to parking already removed Why Streateries and Parklets? Many Communities Implementing Even Prior to Pandemic Streateries and Parklets ◦Activate urban spaces with outdoor activity oriented toward the pedestrians. ◦Breakup parking that is largely unattractive. ◦Draw people into the retail core and encourage longer stays and greater retail activity. ◦Provide activity during slower times of the year and week. ◦Create unique and interesting amenities to the streetscape enhancing aesthetics. ◦Make sidewalk cafes possible where sidewalk width is limited. Most of PT has too narrow of sidewalk for effective outdoor seating. 3/30/2022 15 Livable Cities and Complete Streets Examples ◦Edmonds ◦Wenatchee ◦Seattle ◦San Francisco ◦Portland ◦Bothell ◦Centralia ◦Prosser ◦Walla Walla ◦Puyallup ◦Issaquah ◦Sumner ◦Tacoma ◦Camas ◦And more… 3/30/2022 16 Other cities who have considered, are considering implementing, or have implemented Sample codes links: https://www.codepublishing.com/WA/Edmonds/html/Edmonds18/Edmonds1870.html https://www.codepublishing.com/WA/Wenatchee/html/Wenatchee07/Wenatchee0740.html Seattle Handbook: http://www.seattle.gov/documents/Departments/SDOT/PublicSpaceManagement/Streatery_Handbo ok_MT_2017.pdf Long-Term Program Principles What Does a Long-term Program Look Like?
