HomeMy WebLinkAbout030821 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP OF MARCH 8, 2021 CALL TO ORDER/ROLL CALL The Port Townsend City Council met in workshop session on the 8th day of March 2021 in Council Chambers at 540 Water Street. Mayor Michelle Sandoval called the meeting to order at 6:32 p.m. Councilmembers present at roll call were Pamela Adams, David Faber, Amy Howard, Owen Rowe, Michelle Sandoval, and Ariel Speser with Monica MickHager excused. Staff members present were City Manager John Mauro, Public Works Director Steve King, City Engineer David Peterson, and City Clerk Joanna Sanders. DISCUSSION ITEMS Washington State Department of Transportation Compact Roundabouts Public Comment: Charlies Cannon spoke about concerns regarding the Sims Way and Kearney Roundabout. Public Works Director Steve King introduced Washington State Department of Transportation (WSDOT) personnel to talk about Kearney and the Mill Road intersection proposals. The City is looking for funding for the approaches on the adjoining intersections. WSDOT staff presenting were Dennis Engel, Olympic Region Multimodal Planning Manager, Assistant State Traffic Design Engineer Scott Davis, and State Traffic Design & Operations Manager Brian Walsh. Brian Walsh and Scott Davis provided the conceptual design for the roundabouts. Dennis Engel spoke about the completed pre-design, outreach efforts, and project timeline. Olympic Region Port Angeles Project Engineer Dan McKernan would be tasked with the roundabout's final design and construction. Council questions centered on the alternative design for a mini roundabout at the Mill and Discovery Road intersection. There was interest in whether pedestrian traffic data exists for that general location. Related to Kearney Street, there was support for maximum pedestrian crossing signs or signals. WSDOT staff noted that Washington Street improvement funding would be sought by the City outside of this project. Crosswalk marking policies include signaling and signage at the roundabouts. WSDOT noted that the drawings shown are conceptual and are not the final design. Construction calendars could note special provisions to avoid Port Townsend festivals.
