RESOLUTION NO. 22-001
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO SUBMIT A PERMIT
APPLICATION FOR COVERAGE UNDER THE PUGET SOUND NUTRIENT GENERAL
PERMIT,APPLY FOR DEPARTMENT OF ECOLOGY GRANT FUNDING FOR A CITY
WASTEWATER TREATMENT PLANT ANALYSIS, AND AMEND THE R112
ENGINEERING CONTRACT TO INCLUDE A NUTRIENT ANALYSIS IN THE
GENERAL SEWER PLAN UPDATE
WHEREAS, the Washington State Department of Ecology issued a new Puget Sound
Nutrient General Permit on December 1, 2021; and
WHEREAS, the City should first apply for coverage under this permit for compliance with
the Clean Water Act; and
WHEREAS, the City must then analyze the City's Wastewater Treatment Plant to
determine what improvements or operational changes are needed to comply with the permit; and
WHEREAS, the Department of Ecology is proving grant funding for municipalities to
assist with compliance; and
WHEREAS, the City hired RH2 Engineering to evaluate the City's sewer system and
update the General Sewer Plan; and
WHEREAS, the City should include the nutrient analysis as part of the General Sewer
Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, that the City Manager is authorized to submit a permit application for
coverage under the Puget Sound Nutrient General Permit, apply for Department of Ecology grant
funding for a City Wastewater Treatment Plant analysis, and amend the RH2 Engineering Contract
to include a nutrient analysis in the General Sewer Plan update.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 3rd day of January 2022.
