A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
REQUESTING THAT THE JEFFERSON COUNTY AUDITOR CONDUCT THE
SPECIAL EMERGENCY MEDICAL SERVICES LEVY ELECTION TO BE HELD
IN PORT TOWNSEND ON THE 14TH DAY OF SEPTEMBER, 1999, BY MAIL
BALLOT, IN ACCORDANCE WITH RCW 29.36.121
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, by Resolution 99-039, the Port Townsend City Council has provided for
submission to Port Townsend electors the proposition of authorizing a levy for continuing to fund
emergency medical services (UEMS levy"); and
WHEREAS, RCW 29.36.121 enables the City Council to request that the Jefferson
County Auditor conduct the election by mail ballot. The Council finds that by conducting the
election by mail ballot, the cost of the election borne by Port Townsend's resident taxpayers
should be lessened, and voter mm-out is anticipated to be greater. The City Council finds that
by encouraging voter participation, the voters' decision regarding the EMS Levy should have the
broadest possible mandate from the public, and should best represent the diverse interests of the
community,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend as follows:
SECTION 1. Based upon the above Findings, the Council finds that it is in the best
interests of the residents of Port Townsend to conduct the September 14, 1999 EMS Levy election
by mail ballot.
SECTION 2. In accordance with RCW 29.13.020 and 29.36.121, the Port Townsend
City Council hereby requests that the Jefferson County Auditor, serving as ex officio supervisor
of elections, conduct the EMS Levy special election on September 14, 1999 by mail ballot.
SECTION 3. This resolution is adopted in duplicate originals. Upon adoption, the City
Clerk shall deliver one fully executed original copy to the Jefferson County Auditor.
SECTION 4. This resolution shall be in full force and effect upon its passage in its
entirety as provided by law.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
