This report, prepared in accordance with lh. t.t-t of our proposal dated March 20,2003 and in a manner consistent with the intent and methodologies ofASTME 1527 -00, "standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process," summarizes our approach to the project along with results and conclusions. The contents of this report are confidential and are intended solely for your use and the use of your representatives. Four (4) copies of this report are being distributed to you. No other distribution or discussion of this report will take place without your prior approval in writing. Additional copies are available for a small fee. Consistent with definitions offered in section 1.1.1 of ASTM 81527, two (2) "recognized environmental conditions" were identified at the subject property in the course of this Phase 1 activity. The uncertainty associated with this tank qualifies as a recognized environmental condition by virtue of the presumed "material threat" (sec. 1.1.1, ASTM E-1527) posed by long term storage and use of heating oil relating to this tank. Excluding the two conditions/uncertainties enumerated above, no other evidence was identified in the public record or observed at the subject property to suggest that the site has been exposed to a rishfor contamination by dangerous, hazardous, or toxic substances as defined under CERCLA, ASTM, or applicable state, federal, or local laws and regulations. A single non-CERCLA condition of potential environmental significance identified in the course of thiJPhase I activity consisted of the presence of certain building materials including cementitious asbestos board, carpet mastic adhesives, duct vibration isolation fabric, vapor bariet, and dry wall joint compound suspected to possibly contain asbestos fibers. Additional discussions along with common sense recommendations for future management are offered for your consideration in the Conclusions/Recommendations section ofthe attached report. The objective of a Phase I Assessment is to minimize potential f*totr liability for environmental problems by demonstrating that at the time of acquisition or refinancing, the owner, buyer, or lender had no knowledge or reason to know that any hazardous substance had been released or disposed of on, in, or at the property. Moreover, in defining the purpose of the Phase I environmental site assessment process, section 1.1'1 of ASTM E-1527 uOuir.r that the goal of a Phase I is to identify "recognized environmental conditions" and defines a recognized environmental condition as: " the presence or likely presence of any hazardous substances...on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances...into structures on the property or into the ground, groundwater or surface water of the property." In an effort to evaluate condition and previous uses of the property in a manner consistent with good commercial and customary practice and in general accordance with methods outlined under ASTM E L527-00 "Standard practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process," our scope of work for this study included: . Review of chronology of ownership and site history using the resources of the Jefferson County Assessor's Office, business directories from several time periods, and aerial photography from several time periods as primary resources. This included an attempt to identify possible former industries or uses presenting some potential for generating waste whichmayhave included dangerous orhazardous substances as definedby state and federal laws and regulations. . Acquisition and review of available reports and other documentation pertaining to the subj ect site or nearby sites. Review of Washington Department of Ecology (WDOE) and Jefferson County Department of Public Health documents regarding current and abandoned landfills. i) a E TVI/IRO N MENTAL AS S O CIATE S, IN C. Nic h o I s o n D ev elop m e nt Prop etties April1,2003 JN-23077 Page - 6 a Review of the current EPA Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS), the EPA National Priority List (NPL), the CERCLIS NFRAP (No Further Remediation Action Planned) List, the EPA Resource Conservation and Recovery Act (RCRA) Notifiers, RCRA Corrective Action Report (CORRACTS), and Emergency Response Notification System (ERNS) lists of sites which are potentially contaminated or which produce hazardous substances as a normal part of their commercial operation in the vicinity of the site. Review of the current Washington Department of Ecology (WDOE) listing of underground storage tanks (USTs) along with the WDOE's Leaking Underground Storage Tank (LUST) listing for WDOE-documented leaking USTs in the vicinity of the subject property. Review of the current WDOE Confirmed and Suspected Contaminated Sites (CSCS) list of potentially contaminated sites which have been the subject ofhazardous waste investigation and/or cleanup activity in conjunction with the Washington Model Toxics Control Act (MTCA) Chapter 173-340 WAC. Risk evaluation for naturally occurring radon. A reconnaissance of the subj ect property (including buildings) and neighboring areas to look for evidence ofpotential contamination in the form of soil stains, odors, asbestos, lead-based paint (LBP), vegetation stress, discarded drums, discolored water, careless manufacturing or industrial practices, etc. preparation of a summary report which documents the audit process and findings' a a a Frruorrucs GeruenRl DescruPrloru The subject property includes an irregularly shaped parcel covering approximately 24,219 square feet of land. Improvements to the property include a single story, lumber and hardware retall building withmezzanine. The building encloses approximately 15,252 square feet of space. The building was reportedly erected in about 1965 with 1987 and 1994 additions. Additional improvements include paved parking on the west side and graveled parking on the south and east sides. Currently the property is temporarily occupied by a sailing club whose members are refinishing a sail boat and two rowing shells. The approximate location of the site is shown on the vicinity Map, Plate 1, and the Topographic Map, Plate 2, appended herewith. ENVIRON MENTAL AS S OC IATE S, I N C. Photographs reflecting the character of the subject property are provided with this report as Plate 3. A brief description of land use on nearby parcels is provided below. The streets in the atea ate oriented at a 45" angle to the cardinal points of the compass. For convenience, in the following paragraphs, we have chosen to identify Sims Way as the west boundary ofthe subj ect property. Plate 4, Site Plan, depicts the setting of the subject property and land use for adjacent sites. North: A retail and residential building is adjacent to the north. Retail occupants of the building include Port Townsend Dive Shop, Jacqueline's Hairstyling, Oasis Nails, and Movies Plus video Rental. Keamey Sheet is farther north. JN-2s077 Page - 7 Decatur Street forms the south boundary of the subject property. Mariner Bank, Lovell Paint and Decorating, and Terry's Lock and Safe Shop are across the street. Washington Street is adjacent to the west. Captain Jack's Beach Club, Townsend Electric Auto and Marine, and Vessel Assist are across Washington Street. South East: l, j West:Sims Way is adjacent to the west. Washington Mutual Bank and Kah-Tai Park are across this main thoroughfare. According to the Jefferson County Department of Assessments, the subject property is zoned CII, a commercial designation. GeOUOCIC SETTING Physiographically, the site is situated on a gently rolling elevated plain which was formed during the last period of continental glaciation that ended approximately 13,500 years ago. Washington State Shoreline maps for the site vicinity suggest that much of the materials underlying the subject site are alluvial and coastal deposits, comprised mostly silt, sand, and gravel with some clay and peat. The map also shows that the area across Sims Way to the west is apeat deposit and the area to the north and northwest is glacial till. Glacial till in the Port Townsend area is a non- sorted blue-gray to gray concrete-like mixture of clay, silt, sand, and gravel which may contain local layers ofsand, gravel and large boulders. Observations ofsubsurface soil at the subject property by others indicate that the soil is sandy and permeable. The gtoundwater depth is reported to be approximately six feetbelow the ground surface. Based upon inference from topography and local drainage patterns, it appears that shallow-seated gtoundwater (if present) in the vicinity of the subject property may flow in a southeasterly direction. Although no site specific information has been developed by our firm with respect to depth to groundwater at this site, our experience in the area suggests that "perched" groundwater (ifpresent) beneath the site may lie at a depth of approximately 10 to 20 feet or more beneath the ground surface. Port Townsend Bay of Puget Sound is approximately 130 feet to the southeast. With respect to surface water rosources, Kah-Tai Lagoon is approximately 300 feet to the northwest. DevetopMENT Hlsronv Aruo LlttD UsE Sources reviewed for information on site and area development and land use included the resources of the Port Townsend Public Library, Jefferson County Assessor's Office, and aerial photographs of the subject property and surrounding area from several time periods. Aerial photographs of the area were reviewed for the years 1975, 1985, 1989,1993, and 1997 . The following paragraphs provide an interpretive summary of our observations in eachphoto. The time intervals between the various historic aeialphotographs selected for this particular project are, in our opinion, entirely adequate for the intended purpose which was to permit a general assessment of overall development and land use in the vicinity of the subject property. lg75 The center portion of the subject building has been constructed. A former owner of the subject property, Mr. Julian Arthur, estimates the construction date ofthe center portion was about 1965 not 1977 as recorded in assessor's office documents. The south portion of the subject property appears in use for outdoor lumber storage and the parking areas are unpaved. The retail and residential building now present is adjacent to the north' Kearney Street is farther north. Unpaved Decatur Street is adjacent to the south. The buildings currently occupied by the Mariner Bank and Terryr's Lock and Safe are farthet south. Washington Street, also unpaved, forms the east boundary of the subject property. A residence and two commercial buildings both now present are across Washington Street' Sims Way, a paved road, is adjacent to the west. An area sparsely covered by vegetation is across Sims Way. 1985 The subject property and the property to the north appear the same as in 1975. The paint store building has been constructed to the south. The Captain Jack's Beach Club building has replaced the residence to the east. Additions weremadeto this building in 1987 and lgg4. Since about 1965 , the subj ect property has always been used for lumber storage or lumber and hardware sales. The port of port Townsend area does not have Polk's Street Directory coverage or Sanborn Fire Insurance Map coverage. SrE RCCOruruRISSANCE An environmental scientist/EPA-certified Asbestos Building Inspector from our firm visited the property on March 25,2003 to review on-site conditions and land use practices in the surrounding *.u. Mr. Shirley Rudolph, Associate Broker, John L. Scott Real Estate, provided access to the JN-23077 Page - 9 1 lj l ) ENVIRONMENTAL ASSOCIATES, INC. The representative areas reviewed during our site visit included the retail hardware sales area, rest rooms, lumber sale s atea,mezzanine,two boat refinishing areas, and lumber storage area. The subject property includes a 1965 vintage, single story, wood frame building withmezzanine. The roof is flat or slightly pitched and clad by a builfup roofing system. A paved parking area is located on the west side of the building. Currently the building is temporarily occupied by a sailing club whose members are refinishing a sail boat and two rowing shells. Typical building materials andlor conditions observed during our site reconnaissance included: Floors are unfinished wood or concrete' Interior walls throughout the building are wood panels, Masonite panels or painted sheetrock. Ceilings are unfinished or are painted drywallor have suspended acoustical panels' Incandescent and fluorescent light fixtures were noted throughout the building. Themezzanine and sales areas are heated by a forced air furnace fired by heating oil. An operational underground storage tank for heating oil is located on the west side of the building. . Fiberglass insulation was evident throughout the building. No hazardous waste is generated on the property in the course ofbusiness. We observed a vent tube and a fill port labeled "fuel oil" indicating the location of an underground storage tank on the west side of the building near the retail sales entry. No other evidence to suggest the presence of additional underground fuel storage tanks (i.e., vent lines, filler caps, etc.) was noted on the property. Similarly, no water wells or groundwater monitoring wells were noted on the property. At the time of our visit, no stains, odors, or unusual vegetation conditions that might otherwise indicate the potential presence of hazardous materials were observed on the subject property. GHecr FOR PCB.GOruTruUING MATERIALS Prior to lgTg,polychlorinated biphenyls (PCBs) were widely used in electrical equipment such as transformers, capacitors, switches, fluorescent lights (ballasts) and voltage regulators owing to their excellent cooling properties. InI976,the EPA initiated regulation of PCBs through issues pursuant to the Toxic Substances Control Act (TSCA). EPA eventually banned PCB use in 1978, and adoption of amendments to TSCA under Public Law 94-469 in 1979 prohibited any further manufacturing of PCBs in the United States' JN-23077 Page - l1 We observed that all of the fluorescent light fixtures in the building appeared to be recent installations. We do not suspect that these recently installed fixtures have fluorescent light ballasts with PCB content. No pad-mounted or pole-mounted electrical transformers were noted on the site. Electric power appears to enter the building at the southeast comer from pole mounted transformers located to the east across Washington Street. As requested by Mr. Dan Taylor the purpose of the "good faith" asbestos survey was to provide information for contractors and *orlrtr during possible interior renovation of the building. As a consequence, no review of exterior finish materials or roofing materials was completed. The results of laboratory testing are not available at the time of this writing. The findings of our "good faith" asbestos survey will be published under a separate cover. The suspect asbestos containing materials which we sampled are listed in the following table. Nicholson D evelopment Prop erties April1,2003 We reviewed a John L. Scott sales booklet for the subject property which contained a portion of a real estate appraisal by Richards and Associates. The appraiser noted "asbestos/cement board" on the south exterior wall of the mezzanine. This exterior area was accessible from the roof only and therefore was reviewed from the ground by our staff Environmental Scientist. We estimate that the extent of the reported "asbestos/cement board" is approximately 750 square feet. As observed from the ground the "asbestos/cement board" appeared in good condition with less than l0o/o damage u."o.dittg to evaluation criteria adopted under the Asbestos Hazard Emergency Response Act (AHERA), 40 CFR, part763.In the current use and good condition, the cement asbestos board presents no threat to public health or to the environment and no action would be required at this time under state, federal, or local laws or regulations. As indicated earlier, our effort regarding identification of asbestos-containing materials within the subjectbuilding was a "good faith" asbestos survey focusing on interior finish materials only. Since no destructive sampling ofroofing materials or exterior finish materials was atthoizedfor this audit or for the "good faith" asbestos suryey, materials not readily accessible such as possible asbestos- containing ioofing materials and/or materials obscured behind, beneath, or within walls or existing flooring materials were not reviewed. ReVIEW FON LCND.BASED PRIruT Lead was formerly a common additive to many paints to improve their durability and coverage. Lead-based paint presents a specialhazard to small children, who can ingest it by chewing on painted woodwork or eating flakes of paint. A number of studies showing the toxic effects of lead onhumans, andonsmallchildreninparticular, promptedthe ConsumerProduct Safety Commission tomandate inlgTTthattheamountofleadinmostpaints,includingthoseforresidentialuse,should not exceed 0.06 %. A review of interior painted surfaces on the subject property was conducted to assess the potential for lead-content in surface layers of paint. Representative painted surfaces including the west retail sales entry door trim, north lumber sales entry door trim, east lumber sales entry door trim, mezzanine office trim, and lumber storage area north wall were analyzed using "Lead-Check" sodium rhodizonate color reagent paint tests. These tests provide a qualitative indication as to whether lead is present in paint samples with reproducible results to a lower detection limit of 0.5 percent, a level corresponding to a threshold of concern established by HUD. None of the surfaces iested using the "Lead Check" screening method showed a reddish hue response characteristic of the sodium rhodizonate method as an indication of the likely presence of lead in painted surfaces. On that basis, we conclude that no lead was present in the surfaces tested. JN-23077 Page - 12 I l I _l "J ENVIRONMENTAL ASSOCIATES, INC. Nicholson D evelopment Properties April 1,2003 Reooru EvRluRrtoru Occurrence Health Risks Risk of Potential Exposure in the Port Townsend Area JN-23077 Page - 13 Radon is a naturally occurring, highly mobile, chemically inert radioactive gas created through radioactive decay of uranium and thorium. The potential for occunence of radon varies widely and is dependent upon (1) the concentration ofradioactive materials in the underlying bedrock; (2)therelative permeability of soils with respect to gases; and (3) the amount of fracturing or faulting in surficial materials (EPA, 1987). The concem regarding radon and its potential effects upon humans arises from the results of studies (EPA, 1987) which suggest that approximately fifteen percent of all lung cancer mortalities in the United States may be attributable to exposure to radon. The EPA has established a concentration of radon of four (4) picocuries per liter (pci/l) as a maximum permissible concentration "action level." Concentrations above this value would signal a potential health threat. According to some studies, an average concentration in homes across the United States is on the order of 1.4 pCill. The Bonneville Power Administration (BPA) recently published the results of measurements for radon made in residences throughout the region they serve which includes Washington, Oregon and Idaho. For the Port Townsend area in the immediate vicinity of the subject property seven tests have been performed' The average result was 0.63 pCi/l (BPA,1993). The highest result was 1.30 pCill,well below the EPA threshold of concern. On the basis of the findings presented in the cited BPA suryey, we conclude that the potential for exposure to naturally occurring radon at the subject site is low. I 1 II I ti 1 i.l ! .) The subject property appears on this list as well as on the leaking underground storage tank list. The UST listing refers to a gasoline storage tank which was removed in 1997 from the east side of the building. The underground storage tank for heating oil on the west side of the building is exempt from registration. Information regarding these USTs and their status is provided in Appendix A. According to the most recent WDOE Leaking Underground Storage Tank (LUST) listing, nine listed tank facilities located within an approximately one-half mile radius of the subject property have reported accidental releases or leakage to the WDOE in the past. The subject property appears on this list. According to WDOE data base information soil and groundwater have been affected and the subject property status as of August 7 , 1997 is "awaiting cleanup." We reviewed a document entitled Underground Storage Tank Removal and Site Assessment Report dated August 29' 1997 by Aspen Environmental, Ltd. The UST was reportedly installed in 1975 and was operational containing gasoline until 1985. The UST was lawfully removed on August 7, 1997 . Observations by staff with Aspen Environmental, Ltd. include; the UST was a steel single walled vessel inpoor condition with moderate corrosion and no visible holes, sheen as well as petroleum-like odor and discoloration were present in the cavity and excavated soil, the soil was fine and medium grained sand which was loose and damp, the soil contained shells and wood debris, groundwater depth in the excavation was six feet below the ground surface, the excavated soil was retumed to the excavation along with imported sand. Soil samples were collected from three sidewalls of the excavation and from the excavated soil. The soil samples were analyzed for gasoline range hydrocarbons using Ecology Method WTPH-G and for benzene, toluene, ethyl benzene, and xylenes (BTEX) using EPA Method 8020. In addition one soil sample was analyzed for total lead using EPA Method 7 420. The samples from the north sidewall, which was beneath the fuel dispenser, and from theeastsidewallshowedelevatedgasolinelevels (6,200partspermillionand2,2}}partspermillion respectively) and elevated BTEX levels above the MTCA Method A cleanup levels for soils. The MTCA Method A cleanup level for gasoline in soil is 200 parts per million. The result of the single lead test for soil at the north end of the excavation was 12 parts per million which is below the 250 parts per million MTCA cleanup level for lead. The complete text ofthe Underground Storage Tank Removal and Site Assessment Report is provided in Appendix B to this report. Considering the substantial separation distances and cross-gradient hydrologic positions of the off-site, listed tank sites in reiation to the subject property as positive risk-mitigating factors, it is our opinion that the potential for environmental impairment of the subject property from the off-site localities is very low. The approximate locations of the WDOE-documented underground storage tanks within a one-halfmile radius of the subject property are indicated on the Vicinity Map attached to this report as Plate 1' EPA & STATE RECOROS OT POTENTALLY HRZNNOOUS SITES JN-23077 Page - 15 Review of the current EPA Comprehensive Environmental Response, compensation, and Liability Information System (CERCLIS), CERCLIS NFRAP (No Further Remediation Action Planned), List, and National Priority List (NPL) listings revealed no CERCLIS, no CERCLIS NFRAP, and no NPL sites within approximately one mile of the subject property that have been designated as potentially hazardous or eligible for participation in the Superfund cleanup pro$am. Review of the current EPA Corrective Action Report (CORRACTS) listing revealed that no CORRACTS sites are located within approximately one mile of the subject property that have been designated as having a potential release at the property under RCRA. The Washington Department of Ecology hazatdous waste cleanup and investigation program was launched in 1989 as a part of the Model Toxics Control Act (MTCA), Chapter 173-340WAC, in orderto evaluatepotential and actual hazardsat sites within the state. Ofthe more than 1,730 sites currently on the WDOE Confirmed and Suspected Contaminated Sites (CSCS) list, two are located within a one mile radius of the subject property. The nearest MTCA site to the subject property is Texaco Bulk Plant, located at 431Water Street. This site is approximately one mile to the north in a cross-gradient hydrologic direction. The Chewon Bulk Plant with the address given as Water Street is also approximately one mile distant. See Appendix A for WDOE data base information about these sites. Neitherthe subject property nor any adjacent property appears on this list. The sites located within a one-half mile radius of the subject site are listed in Appendix A. We also reviewed the EPA's Treatment, Storage and Disposal (TSD) facilities listing for sites thattteat, store, or dispose of potentially hazardous materials. Review of the TSD listing revealed that no TSD sites are located within a one mile radius of the subject property. Businesses named in the FRS listing are users or generators of potentially hazardous or toxic materials as a normal aspect of their business practices. Listed businesses are required to closely monitor and report their use or generation of such materials to the EPA. Based upon this information, upon the monitoring and reporting requirements imposed by the EPA, and upon the presumption that the above-mentioned user/generators exerciseprudence inmanagement ofthesematerials tominimize liability and EPA penalties, it is our opinion that the potential for environmental impairment of the subject property from these sources is very low. Review o f the EPA's Emergency Response Notifi cation Systems (ERNS) list for the State of Washington revealed that the subject site has not reported a spill. This list has been compiled with periodic updates since October 1987. I I -,J LANDFILLS A review of WDOE and Jefferson County Health Department documents regarding current and abandoned landfills revealed that there are no documented landfills located within a mile radius of the subject property. "t l -t I Nicholson D evelopment Properties April l, 2003 JN-23077 Page - 17 ) As discussed briefly in the executive summary contained in the cover letter to this report, two (2) ,\ecognized environmental conditions" were identified in the course of this Phase I environmental site asiessment. These included (1); the reported confirmedpresence of gasoline and its constituents in soil and the suspected presence of gasoline and its constituents in groundwater at the former location of an underground storage tank removed by others on August 7, 1997, and (2); unknown/unassessed impacts (if any) to subsurface soils andlor groundwater proximal to an operational underground heating oil tank on the west side of the existing building. The uncertainty associated with the heating oil tank falls into the definition of a reco gnizedenvironmental condition by virtue of the presumed "matenaltfueat" (sec. 1.1.1, ASTM E-1527)posed by long term storage and use of heating oil relating to this tank. Excluding the two conditions/uncertainties enumerated above, no other evidence was identified in the public record or observed at the subject property to suggest that the site has been exposed to a risk for contamination by dangerous, hazardous, or toxic substances as defined under CERCLA, ASTM, or applicable state, federal, or local laws and regulations' A single non-CERCLA condition of potential environmental significance identified in the course of this phase I activity consisted of the presence of certain building materials including cementitious asbestos board, "u.p"t mastic adhesives, duct vibration isolation fabric, vapor batiet, and dry wall joint compound suspected to possibly contain asbestos fibers' Additional discussion and guidance pertaining to each of these conditions and/or uncertainties is provided in the following individual sections. On-Sre UruoeRcRouND SronRce TRruxs As noted earlier in the report, an operational heating oil storage tank is located on the west side of the building and the east side of the building is the former location of an underground storage tank for gasoline. Our research of WDOE and other readily available/reasonably ascertainable resources revealed no definitive information regarding the condition of subsurface soil and/or groundwater in the vicinity of the underground storage tank for heating oil. This lack of data is not surprising or unusual given the age oith. building and the non-uniformity of application of tank registry and environmental regulations over the years in Washington. The soil testing In 1997 during removal of the gasoline UST revealed significant contamination was present at the north sidewall and at the east sidewall. ENVIRONMENTAL ASSOCIATES, INC. Ij 1 ',1 1 L Nicholson Development Properties April l, 2003 Assessment of subsurface soil and/or groundwater conditions cannot be accomplished through visual examination of surficial conditions afforded by the scope of our Level I Assessment effort. Resolution ofuncertainties withrespectto the extent andmagnitude ofthe contaminationpreviously identified at the former UST location east of the building and with respect to unknown conditions proximal to the existing heating oil UST on the west side could be accomplished by appropriate sampling and testing at multiple locations. Decision-making authority with respect to conducting this additional evaluation clearly lies with the client, lender, andlr other involved parties, depending upon their individual risk tolerances. Aseesros Borrowing evaluation criteria adopted under the Asbestos Health Emergency Response Act (AHERA;40 CFR Part763), the suspected asbestos containing vibration damping fabric on the forced air furnace on the mezzanineis friable and inpoor condition, however, since themezzanine is unoccupied the mateialposes no threat to public health or to the environment. The other suspect building materials are in good or fair condition or are non-friable. This latter type ofmaterial, in the current use and condition poses no threat to public health or to the environment. No action would be required at this time under current state or federal regulations. To reduce exposgre to potential future liability, it may be prudent to consider implementation of a management policy whereby all maintenance, repair, or service personnel who may be engaged to work on the property are formally advised (i.e., signed acknowledgrnent) as to the confirmed presence of asbestos-containing materials (ACM) prior to cotlmencement of any work associated with the ACM. Should the owner intend to renovate, demolish, remodel, or repair any or all portions ofthe structure containing asbestos, please note that applicable sections of WAC 296-65 require that all projects relating to construction, demolition, repair, or maintenance where release or likely release of asbestos fibers into the air could occur must be performed by "certified asbestos workers." The UST was buried on the east (back) side of the port Townsend Lumber building at2219 Sims Way in Port Townsend, Washington. The UST was not registered with the Washington State Department ofEcology (Ecology). The site assessment activities have been conducted in general accordance with the "Guidancefor Site Checks and Site Assessments for Underground Storage Tanks" by Ecology, UST Program, dated October lgg2. Acompleted copy of Ecology's Site Check / Site Assessment Checklist is included in Appendix A. 1.1 Purpose and Scope of Work The purpose of Aspen's activities were to document the removal of the UST and to assess subsurface conditions within the resulting cavity. The scope of work consisted of the following tasks: o Coordinate Aspen's field activities with Mr. Ross Waggoner; Document the decommissioning by removal ofthe UST, piping, and dispenser; Collect appropriate soil samples from within the final cavity; Submit the collected soil samples to an Ecology accredited analytical laboratory for analysis of gasoline range organics using Ecology Method WTPH-G; and for benzene, toluene, ethyl benzene and xylenes (BTEX) using EPA Method 8020. Selected samples were also analyzedfor lead using EPA Metho d 7420; and Prepare a report documenting the field activities, laboratory analysis, and conclusions. 1.2 Tank Background According to perceived site conditions and discussion with Mr. Ross Waggoneq the 2,000-gallon, single-wall steel UST, is believed to have been installed circa 1975. The UST was installed by Port Townsend Lumber. The UST was used to store gasoline for company vehicles. The UST was buried on the east side of the large building. The UST measuredT6inches in diameter 105 inches in length and was buried roughly 1.5 feet below grade. The city is situated at the north western tip of the euimpera peninsula.Beautiful marine vistas are plentiful in the vicinity. Topography along the margins ofport Townsendare flat with surounding flat topped hills. Surroundinis lre primarily occupied by commercial andretail buildings' The downtown area has a distinctive Maritime and historic feeling. The history andrural flavor are highlighted by numerous antique stores, aged Taverns, and small main street businesses. State Highway 20 is the major route into and out of the Port Townsend. Site access is from Sims Way(Highway 20) as shown on the attached Site Location Map (Figure r). 2.2 Site Description The roughly rectangular shaped site is located on the east side of the street at 22lg Sims way. Theapproximate surface elevation at the site is 15 feet above sea level (USGS topographic map, SE % ofNw % of Section l l, T30N' Rlw, Port Townsend South Quadrangle, Washiniton). The site isbounded by a commercial business to the north, by Washington Street to the east, by Decatur Street tothe south, and by Sims Way to the west. Ground surface at the site is flat and gravel or asphalt covered. original construction on the site isbelieved to have begun more than 40 years ago. Improvements present on the site include one concreteslab-on-grade building (-s0xl60) and one gasoline usr *ittt dispenser. The site configuration isillustrated on the attached Site plan (Figure 2). 3.0 FIELD ACTIVITIES On August 7, 1997, an Aspen representative visited the site to observe the UST removal and documentthe surrounding soil conditions. Aspen inerted the UST on the morning of August T, lgg7. 3.1 UST Removal The usr was exposed and removed from the cavity by Aspen utilizing a small Kubota trackhoe. Aspenalso coordinated disposal of the uST. Removal activities began on the morning of August 7,1997, andwere completed that afternoon. After removal, the UST was visually inspecteJfor indications of holesor corrosion' The single-wall steel UST was in moderate to poor condition with no visually detectableholes' Localized moderate to heavy corrosion was present on the upper half of the tank. Screening techniques included visual classification and sheen testing. Sheen tests were performed by placing small soil samples in a shallow black pan partially filled with clean water. The occumence ofa sheen indicated the presence ofpetroleum hydrocarbons. These field screening techniques allow the field personnel to quickly confirm the potential presence ofPCS. PetroleumJike characteristics (i.e., odor and or discoloration) were detected in soils exposed in the cavity. 3.3 Soil Characteristics The UST was bedded in brown sandy soils. It is assumed that these are typical native soils. These damp soils were loose and contained some silt size particles with abundant shells and wood debris. Static groundwater was encountered during the excavation activities at a depth of roughly six feet below grade. 3.4 Sample Collection After removal of the UST, soil samples were collected from the cavity sidewalls, and from beneath the former location of the dispenser. Samples were not collected from the bottom of the cavity due to the accumulation of roughly one foot of water. Soil samples were collected from the trackhoe bucket. Sample locations are illustrated in Figure 2. Before collection of each discrete sample, new nitrile gloves were donned. The soil samples were placed with a gloved hand into the laboratory-supplied glass jars. Each jar was completely filled with soil to minimize headspace and then sealed with a TeflonJined screw cap. The sample jar was then labeled, and placed in a cooler filled with ice packs. Sample collection data are provided in Table I. The samples were promptly transported to the analytical laboratory and analyzed under normal turnaround. 4.0 LABORATORY ANALYSIS 4.1 Sample Handling A total of four soil samples were collected during the assessment activities. The samples were submitted under chain-of-custody protocol to CCI Analytical Laboratories, fnc. in Everett, Washington. The samples were chosen to best represent subsurface conditions within the cavity. The MTCA Method A soilcleanup levels are presented at the bottom of rabre II. 4.3 Analytical Results Two of the four tested samples contained detectable concentrations of gasoline range organics and BTEXin excess of the respective icology's MTCA Method A Soil Cleanup lelrels.
