ORDINANCE NO. 3282
AN ORDINANCE OF THE CITY OF PORT TOWNSEND RELATED TO WATER
SYSTEM DEVELOPMENT CHARGES, AMENDING CHAPTER 13.03 OF THE PORT
TOWNSEND MUNICIPAL CODE, AND ESTABLISHING AN EFFECTIVE DATE
RECITALS
1. Chapter 13.03 of the Port Townsend Municipal Code establishes a water and a sewer
system development charge ("SDC") as authorized by Chapter 35.92.025 of the Revised
Code of Washington.
2. The City has not increased the SDC rate since 2015.
3. The City contracted with the FCS Group to conduct a rate study and make
recommendations for amendments to the SDC rate structure, and the study showed that
the SDC rates should be adjusted.
NOW THEREFORE, the City Council of the City of Port Townsend do ordain as
follows:
Section 1. Amendment. Effective April 1, 2022, the Section 13.03.030(B) is amended to
read as follows:
13.03.030 Water system development charge.
B. A one-time SDC for each new customer shall be assessed based upon the customer's
fair and equitable share of the general facilities. The SDC shall be determined by
multiplying the total number of ERUs for the service(s) to be installed byOs1'-

Section 2. Severability. If any provision of this Ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application
of the provision to other persons or circumstances is not affected.
Section 3.Effective Date. This Ordinance shall take effect and be in force five days after
the date of its publication in the manner provided by law. The new rate shall go into
effect on April 1, 2022.
